About HIJRA:

Humanitarian Initiative Just Relief Aid (HIJRA) is an international humanitarian and development organization that positively contributes towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn, East & Central Africa by implementing WASH, Health, Education, Livelihoods, Community service & development and Protection programs in the region for a period of more than 20 years.
HIJRA with funding from the UNHCR in Uganda is implementing a multi-Sectoral Program for refugees in Kyangwali settlement (Hoima district), Nakivale settlement (Isingiro district) and Matanda Transit Center (Kanungu district). HIJRA, in a strategy to expand existing program implementing team, is now seeking for a qualified person willing to offer Humanitarian services in the position of Program Development Manager to be based in Kampala (70%)and Field Offices (30%).

Reporting Relationships:

The post holder will be responsible to the Country Program Manager.

Duties:

  1. Identifying and prioritizing new areas of innovative program development and donor needs in relation to HIJRA’ priorities and strategies

  2. Track innovations within and outside HIJRA to assure that organizationally HIJRA remains up to-date and indeed cutting-edge in our approaches and ability to achieve scale and impact in HIJRA’s humanitarian work.

  3. Operations research and knowledge management: support the project teams to develop and conduct appropriate operations research in the program.

  4. In coordination with Country Program Manager, establish and maintain constructive working relationships with other NGO’s, UN agencies, host government (Office of the Prime Minister, District leaders), bilateral and multilateral donors, and other principle stakeholders including the Refugee Welfare Council, where present and if necessary.

  5. Participate in the relevant sector coordination meetings at Kampala and Sub office and ensure HIJRA’s inputs to development of assistance modalities that adheres to humanitarian principles and other international frameworks that HIJRA has subscribed to.

  6. Designing and implementing a strategy to identify, track, and secure suitable and sufficient funding and resources to support HIJRA’ evolving work. This includes:

  7. Identifying and proactively pursuing grants and fundraising opportunities.

  8. Preparing grant applications, concept notes and proposals to donors.

  9. Coordinating fundraising activities and events.

  10. Seeking in-kind, financial, and/or pro-bono support from relevant partners, companies, governments, and service providers.

  11. Building a solid donor intelligence network/base representing the local, regional, and international donor communities, with a view to expanding HIJRA’

  12. Establishing and participating in formal and informal networks with relevant partners, donors, and actors.

  13. Building strategic and lasting partnerships with investors, donors, governments, development partners and the private sector.

  14. Oversee organizational compliance with statutory regulations, contractual obligations and donor administrative requirements

Competencies, Qualifications, Skills and Experience:

  • Bachelor’s Degree in Economics, Public Health, Protection, Development or related discipline. A Master’s degree will be an added advantage.
  • Minimum 3 years of post-graduate work experience in nonprofit program development and/or fundraising within the private sector and/or international development organizations.
  • Demonstrated donor network in Uganda
  • Ability to work on short-term assignments with tight deadlines while managing multiple tasks and pipelines.
  • Ability to work independently, and function effectively as a member of a regional team, and adhere to strict deadlines.
  • Willingness to travel to field up to 30%
  • Work experience and knowledge of the economic, social, environmental, and development context in Sub-Saharan Africa.
  • Good networking, marketing, proposal development, and IT skills.
  • Excellent negotiating and networking skills.
  • High levels of personal integrity and accountability.
