General Description of the Programme

First operational in Uganda in the late 70’s, GOAL Uganda’s current country programme uses a systems approach to address the root causes of systems failures, where we believe we can leverage sustainable change and increase resilience. Systems programming is grounded in context specific research and analysis in the agriculture and WASH sectors and researched and designed through a resilience lens, in order to build capacities.

Geographically, GOAL Uganda works across six target districts in the North and East of Uganda to promote socio-economic development. Within these districts our programme focus is across the Health and Economic, and Food Security sectors. Cross cutting initiatives, considered essential to leverage change in these two sectors, have been designed into the programme from a resilience perspective to address contextual shocks and stresses and stimulate more empowered communities.

Overview of the role

General Description of the Role:

The overall objective of the post is to provide support to GOAL’s Uganda programme both at head office (Kampala) and field level. The Programme Support Officer (PSO) reports to the Assistant Country Director - Programmes (ACDP) and works closely with the relevant technical advisors on proposal development, donor reporting and communication materials development. The post will involve some travel to field sites.

Key Duties:

Donor Pipeline and Reporting

The Programme Support Officer will be responsible for maintaining the donor pipeline, identifying potential funding opportunities (aligned to the Country Programme’s strategic direction)

  • Research, write, and edit quality narrative for proposals and Head Office Concept notes, support budget preparation and work plans and ensure responsiveness to the requirements of the funding opportunity, facilitating input from relevant departments.
  • Prepare ad-hoc updates for donors, potential partners and GOAL as requested including powerpoints, facts sheets and talking points.
  • Ensure donor correspondence is filed in appropriate donor files as needed.
  • Support the development of donor mapping and resource mobilisation strategies.
  • Research and provide regular updates to senior management on potential funding opportunities, and ensure that the donor pipeline database is maintained.

Reporting

The Programme Support Officer will work with technical advisors and programme directors to develop donor reporting, and manage the scheduling and logistics for all donor (current and potential visits)

  • Maintain and update the proposal and reporting calendar ensuring all concerned are aware of the reporting schedule and their specific role.
  • Ensure the production and submission of interim and final programme donor reports and monitor programme progress.
  • Plan review meetings with the ACDP for programmes and operational / support staff.
  • Support project activities in coordination with the ACDP and programme manager.

Communications:

The Programme Support Officer will develop relevant and timely communications that will help to build GOAL’s brand and increase awareness of the work that GOAL does in Uganda.

  • Maintain the communications, visibility and branding database for GOAL Uganda’s various donors, partners and programmes and review all communication, branding and visibility requests by programme teams.
  • Manage the development of external communications and visibility materials, working with senior managers, programme directors and technical advisors to agree content and layout.
  • In liaison with field teams, programme directors and technical advisors develop web content for GOAL’s website which showcases Uganda’s programming and successes.
  • Manage suppliers in their delivery of communication and visibility materials.
  • Review and edit presentations and any other communication material developed by GOAL Uganda Staff for external audiences ensuring the correct formatting is used and then content is concise and well presented.

Inclusion:

The Programme Support Officer will manage and schedule all activities in relation to inclusion.

  • Working with the relevant Global Technical Advisors to ensure alignment of all inclusion activities to GOAL’s strategy and targets.
  • Supervise consultants to undertake duties and assessments of inclusion/mainstreaming of gender and child protection in GOAL Uganda in collaboration with the MEAL team.
  • Ensure field offices fulfil mainstreaming duties, including reporting and stocking equipment as required.

Representation and Networking

The Programme Support Officer will help build GOAL’s visibility and promote our work with potential donors and partners.

  • As agreed with the ACDP and CD represent GOAL’s Uganda as appropriate at external forums.
  • Liaise with partners, implementing partners, grant partners, consultants, service providers, government agencies and other external stakeholders as appropriate.

Requirements:

Essential

  • Degree or post-graduate qualification ideally with a specialisation in development, business, health or social sciences
  • Excellent analytical and writing skills in English
  • Excellent communication material development skills
  • Familiarity and ideally one year’s experience with proposal writing, logical framework/result chain development and donor reporting (Irish Aid, EU, DFID, Mastercard, UN agencies etc)
  • Excellent IT skills, especially in Word, Excel and Powerpoint with ability to analyse data and interpret statistical information
  • Ability to work under pressure, and prioritise workload according to the changing needs of the programme
  • Strong interpersonal skills, ability to work in a team, and a commitment to capacity building
  • Enthusiastic, flexible and with the ability to work long hours in sometimes remote contexts with basic amenities to meet the needs of the programme

Desirable

  • Graphic Design skills
  • Experience of market based development programmes an advantage
  • Understanding of mainstreaming principles, including gender, and child protection

Our package includes a competitive salary, shared accommodation, health and travel insurance and 20 days annual leave. Additional benefits are available after 12 months of service. Salary range for this role is €28,000 to €33,000.
