JOB CONTEXT :
In October 2017, HI launched its new programme directed at the refugee response in Arua District, West Nile region. HI is currently implementing psychosocial support services, community-based rehabilitation, protection of persons with specific needs, and a small cash transfer programme. These actions are implemented in Omugo Settlement, the extension of Rhino Camp Settlement where all new refugees are being settled, and Imvepi Settlement.
These actions comprise the four components of HI’s Uganda Refugee Response Strategy. Funding is secured until end December 2018. The total mission portfolio is 1.4 million EURO, implemented by a staff of 40. While current activities are limited to Arua District, HI intends to expand the scope to other refugee areas including other districts in Northern Uganda hosting South Sudanese refugee populations, and the Congolese refugee sites in Western Uganda.
HI’s Head Office is in Kampala, and field operations are based in the office in Arua Town. In May, HI will set-up a deep field station in Omugo settlement were field staff will reside and operate.
The Mental Health and Psychosocial Services component of the Programme is currently running since November 2017. Implemented in Rhino (Omugo Extension) and Imvepi settlements, the MHPSS services to people identified through our MHPSS awareness raising sessions and referral system include:
MHPSS awareness raising sessions in the settlements directed towards communities, community leaders and community-based volunteers. 6,000 beneficiaries targeted.
Support groups for people in need of Psychosocial support: 10 focus group sessions provided for around ten people separated between women, children and men. 700 beneficiaries targeted.
Individual PSS sessions with a psychologist on an average of 10 sessions per beneficiary following needs assessment. 120 beneficiaries targeted.
Specific PSS sessions for caregivers of people with disabilities. 960 people targeted.
HI currently has an ongoign partnership with a organization known as Peter C Adelman Foundation which provides services to the host communities under the agreement.
The Team comprises of 1 Project Manager, 2 supervisors, 4 psychologists, 6 MHPSS workers. Overall beneficiary reached is 11,700.
Tied to the MHPSS work, is the ongoing Protection work which ensures strong internal referrals to MHPSS services. The team comprises of 1 Project Manager, 2 supervisors, 10 social workers.
As a relatively new project, in operation since November 2017, there remains a large need for close technical support to ensure a high level of quality. Therefore, HI Uganda is recruiting a technical advisor to provide close support to the team.
YOUR MISSION:
Under the responsibility of the Country Manager, as MHPSS Technical Advisor, you will play a critical role over 2 months to ensure a high level of technical quality on HI’s ongoing MHPSS component, as well as ensuring that the national team, particularly the newly-nationalized Project Manager, has the adequate level of training and understanding of the standards required for the MHPSS intervention. Furthermore, you will be required to ensure strong links to the ongoing Protection work
The role therefore requires significant focus on quality assurance, and close collaboration with the HI Uganda’s MEAL team, to determine where best to improve ongoing operations. It will also require a high degree of capacity building and coaching to both the project manager and the field teams.
By the end of the two-month mission, the objective is that the nationalized MHPSS team should be able to function well with a high level of technical quality for the MHPSS intervention in the Ugandan refugee response.
It is expected that you will also contribute to any funding opportunity on MHPSS that may arise during the two-month mission

YOUR PROFILE :
You hold a Master’s Degree (technical related skills –Social Work, psychology, psychosocial work, social sciences or other relevant fields, with project management experience
You have at least 4 years of experiences in the field of MHPSS in humanitarian context, if possible in acute emergency & at least 2 years of experience in providing technical support to programs
You are experienced in designing and facilitating trainings and on the job coaching
You are able to work under high pressure and without constant supervision & experienced in working under difficult security situation
You show strong communication skills
You are fluent in English (oral and written)
A first experience with HI would be a real asset
CHARACTERISTICS OF THE POSITION :
Uganda is relatively safe as long as security guidelines are respected. Arua town is identified as Security Level 1 with few security and safety risks beyond occasional crime, road traffic crashes, and health hazards like malaria. There is no established curfew, but walking after 7:00pm is not allowed due to the threat of crime. There are no restrictions with movements by vehicle, both for work and personal reasons.
The standard of medical care in Uganda is significantly below appropriate standards although there is a growing private medical sector, specifically in the capital, Kampala. Outside of Kampala, such as Arua there are very few private medical facilities and medical care would generally be provided by a government facility or possibly missionary hospital. In Arua, HI has identified a private hospital.
Mobile telephone services are widely available. Internet connections are available and generally reliable, particularly in business-standard hotels and facilities, including the HI guesthouse
In Arua, HI provides a comfortable guesthouse environment where expatriate staff are residing. There are a few international restaurants available, and a vibrant local nightlife scene. There are a number of local supermarkets to buy goods, but for any specialty items, they must be brought from Kampala. The atmosphere in Arua Town is laid-back and due to the low level security risk, movement for personal reasons is not restricted. Arua is the main town where the humanitarian organizations and UNHCR are based for their operations in the refugee response.
