Program Background

Reproductive, Maternal, Newborn, Child and Adolescent Health outcomes in Uganda remain below national and global targets despite concerted efforts by policy makers, health managers, service providers, development partners and civil society organizations. While investments in Reproductive, Maternal, Newborn, Child and Adolescent Health have translated into tremendous scale up of essential services for women, children and adolescent girls, indicators still remain poor. For instance, while under five mortality reduced by 50% between 2006 and 2016, neonatal mortality increased over the same period of time from 24 per 1,000 live births to 27 per 1,000 live births; far from the national goal of 10 neonatal deaths per 1,000 live births by 2020.

Maternal mortality is unacceptably high, with a nationwide maternal mortality ratio of 336 per 100,000 live births, indicating that the risk of a woman in Uganda dying due to complications in pregnancy or childbirth is four times the global average and above the national target of 211 per 100,000 live births by 2020. Uganda's modern contraceptive prevalence rate among married women is 35% and only 20% among married adolescents, contributing to a high teen pregnancy rate.

CHAI will implement an evidence based Reproductive, Maternal, Newborn, Child and Adolescent Health project to support the Government of Uganda address the challenges above. The 4 year project will focus on ensuring that timely and quality Reproductive, Maternal, Newborn, Child and Adolescent Health services are available and accessible to women, adolescents and children. Working at national, district and community level, the program will focus on equipping, and building the capacity of the health system to ably manage, deliver and sustain improvement in Reproductive, Maternal, Newborn, Child and Adolescent Health programming. The project will be implemented in 5 districts

Position Description

The Senior Coordinator, Workforce Development will be responsible for coordinating the design, delivery and monitoring and evaluation of an evidence-based training and mentorship program for managers at district and facility level, and health care workers in CHAI supported districts. The mentorship program will contribute to the strengthening of systems' capacity to deliver quality, sustainable Reproductive, Maternal, Newborn, Child and Adolescent Health services. He/She is responsible for leading capacity building i.e. training, supportive supervision, quality improvement, capacity building and mentorship activities for Reproductive, Maternal, Newborn, Child and Adolescent Health program activities. This position will require approximately 40%-50% of travel domestically.

1. Technical Support

• Develop and manage a capacity building plan, including milestones and key deliverables, informed by the Reproductive, Maternal, Newborn, Child and Adolescent Health program work plan and priorities
• Lead human resource optimization processes, including coordinating the training of partners on the integrated-Human Resource Information System, coordination of routine partner inputs for training and ensuring development and dissemination of training and service coverage overlay reports
• Refine and/or develop evidence based training packages, protocols, manuals, clinical training materials, job aids, and curricula and other training materials needed for implementation of Reproductive, Maternal, Newborn, Child and Adolescent Health and secure approval for rollout in target districts by relevant departments of the Ministry of Health
• Manage the adaptation and maintenance of a competency-based curriculum package for training health facility staff in delivery of Emergency Obstetric and Newborn
• Lead the design, implementation and assessment of all capacity building related interventions and work with the district Reproductive, Maternal, Newborn, Child and Adolescent Health coordinators to manage and support capacity building activities at the subnational level, including roll out of capacity building plans for didactic trainings, on-job trainings, clinical and community mentorships

2. Coordination and Networking

• Coordinate Training of Trainers sessions at national /regional level for Emergency Obstetric and Newborn, Long Acting and Reversible Contraceptives, Post Abortion Care and basic Family Planning
• Represent CHAI and actively participate in relevant Technical Working Group Meetings, and conferences
• Support Ministry of Health, professional associations, other national stakeholders in the revision/development of evidenced-based standards for competency in Reproductive, Maternal, Newborn, Child and Adolescent Health
• Collaborate with the Ministry of Health, national stakeholders and implementing to ensure that all workforce development activities conform to set requirements and regulations
• Lead the process of refining the training and mentorship manuals and assessment tools, to incorporate lessons learnt/emerging issues for compilation of an operating manual for the CHAI midwife mentorship model

3. Monitoring, Reporting and Quality Assurance

• Work with Monitoring and Evaluation team to design and implement a program performance monitoring plan to track data and results for the capacity building initiatives, to ensure documentation of impact and ongoing monitoring of the technical quality of capacity building activities
• Develop and implement quality assurance systems for capacity building interventions

• Participate in project quarterly and annual review meetings

• A clinical background (midwife, medical doctor) with experience in Reproductive, Maternal, Newborn, Child and Adolescent Health

• At least 3 years' experience working in Reproductive, Maternal, Newborn, Child and Adolescent Health with a focus on competency based training on Emergency Obstetric Care Services, Integrated Management of Newborn & Child Hood Illness and Integrated Management of Pregnancy and Childbirth

• Proven experience of developing competency based training materials and conducting competency based training would be desirable

• Advanced proficiency in computer packages such as Microsoft Office, particularly Excel, PowerPoint, STATA and Word

• Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills

• Practical project/program management experience
