Program Background

Reproductive, Maternal, Newborn, Child and Adolescent Health outcomes in Uganda remain below national and global targets despite concerted efforts by policy makers, health managers, service providers, development partners and civil society organizations. While investments in Reproductive, Maternal, Newborn, Child and Adolescent Health have translated into tremendous scale up of essential services for women, children and adolescent girls, indicators still remain poor. For instance, while under five mortality reduced by 50% between 2006 and 2016, neonatal mortality increased over the same period of time from 24 per 1,000 live births to 27 per 1,000 live births; far from the national goal of 10 neonatal deaths per 1,000 live births by 2020.

Maternal mortality is unacceptably high, with a nationwide maternal mortality ratio of 336 per 100,000 live births, indicating that the risk of a woman in Uganda dying due to complications in pregnancy or childbirth is four times the global average and above the national target of 211 per 100,000 live births by 2020. Uganda's modern contraceptive prevalence rate among married women is 35% and only 20% among married adolescents, contributing to a high teen pregnancy rate.

CHAI will implement an evidence based Reproductive, Maternal, Newborn, Child and Adolescent Health project to support the Government of Uganda address the challenges above. The 4 year project will focus on ensuring that timely and quality Reproductive, Maternal, Newborn, Child and Adolescent Health services are available and accessible to women, adolescents and children. Working at national, district and community level, the program will focus on equipping, and building the capacity of the health system to ably manage, deliver and sustain improvement in Reproductive, Maternal, Newborn, Child and Adolescent Health programming. The project will be implemented in 5 districts.

Position Description

The Logistics Advisor, Reproductive, Maternal, Newborn, Child and Adolescent Health will provide leadership and technical assistance in key pharmaceuticals and commodities supply chain management components, including quantification, procurement, warehousing, distribution, and information management to contribute to increased availability and utilization/coverage of Reproductive, Maternal, Newborn, Child and Adolescent Health commodities in the public sector and for priority populations. He/She will provide technical support and leadership to strengthen the procurement and supply chain management systems of Reproductive, Maternal, Newborn, Child and Adolescent Health commodities using evidence based data to reduce stock-outs, lower costs and eliminate wastage. This position will require approximately 40%-50% travel domestically.

• Strengthen Reproductive, Maternal, Newborn, Child and Adolescent Health commodity supply chain in program supported areas in collaboration with National Medical Stores, Ministry of Health, implementing partners and funding agencies
• Lead assessment of regional, district and facility level supply chain business processes and identify key performance indicators to be used in design and implementation of supply chain performance monitoring in program supported areas
• Provide technical assistance for assessment of national and/or district-level pharmaceutical management information systems and development of recommendations to optimize business processes
• Develop technical curricula and provide technical input in training appropriate district health service personnel in implementing supply chain monitoring and management activities
• Provide technical assistance for quantification and forecasting at national and district levels; monitor and update stock, consumption/distribution and pipeline information
• Provide technical assistance to Ministry of Health and regional medical equipment workshops for developing systems for equipment inventory management
• Support review, strengthening and rebalancing of the existing family planning commodity supply chain system and provide technical assistance to Ministry of Health, National Medical Stores and private sector for increased efficiency and integration
• Assist program-supported facilities to become certified in the Government of Uganda's Good Pharmaceutical Practices program
• Conduct analyses to inform policy decisions regarding cost containment, greater efficiency and options for pharmaceutical financing with a focus on Reproductive, Maternal, Newborn, Child and Adolescent Health commodities
• Work closely with Ministry of Health and National Drug Authority to facilitate new or optimal product approval, introduction and integration into the public sector supply chain syste

• Facilitate the preparation and circulation of periodic and ad-hoc supply chain reports for use in planning and program performance management

• Degree in Business, Logistics, Pharmacy or any relevant field

• At least 5 years' work experience

• Experience in managing a Procurement and Supply Chain Management cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the Procurement and Supply Chain Management cycle, warehousing/storage, distribution, and LMIS

• Advanced proficiency in computer packages such as Microsoft Office, particularly Excel, PowerPoint, STATA and Word

• Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills

• Practical project/program management experience
