Uganda: FSL Project evaluation Uganda and South Sudan

Since Mid-2015 the Swiss Agency for Development and Cooperation is supporting the Caritas network in the implementation of a mixed rural development/emergency livelihoods project called “Food security and livelihoods support for farmers, IDP’s and refugees from Yei and Maridi State”. The first phase of the project had a duration of 24 months (08/2015 – 07/2017), whereas the current phase takes 17 months (08/2017 – 12/2018). Implementing partners are Caritas Arua, Caritas Yei and CODEP-CDTY (Catholic Organization for Development and Peace).

Purpose of the Evaluation

· To provide the Swiss Agency for Development and Cooperation (SDC) and the Caritas network with valuable lessons learned to improve ongoing programme implementation as well as potential future livelihoods programming.

· To have external and independent structured presentation of the project’s outputs and impact and draw key learning in order to inform the continuation of the project implementation and potential future project design to achieve the mutual objectives of SDC and the Caritas network in the project area.

Specific Objectives

  1. A quantitative review of the extent to which the project (first phase and current phase) has achieved the indicators and targets set forward in the project proposal documents.

  2. A qualitative review of project’s outcomes (first phase), preferably conducted by the collection of a variety of case stories, conducting focus group discussions and a semi-formal post-distribution utilisation survey.

  3. An analysis of enabling and disabling factors and how they have impacted project implementation (first and current phase).

  4. A revision of the programme logic, beneficiary ownership/involvement and gender/youth balance (current phase).

  5. An analysis of the adequacy of the project’s indicators, the means of verification to measure them and the quality of the data collection (including a review of data collection tools).

  6. An analysis of the relevance and potential sustainability of the project.

Schedule

The Evaluation will take place between 16 April and 18 May 2018, and will include field visits to Yei town (South Sudan), Maridi (South Sudan) and Yumbe (Uganda). The evaluation will consist of 12 days of field assessments (in all 3 locations) and 4 days of reporting.

Scope of the Evaluation

The evaluation shall be limited to assessing the project’s impact in Yei town (South Sudan), Maridi (South Sudan) and Yumbe (Uganda) where the interventions were made.

Evaluation Results:

A comprehensive final evaluation report not more than 30 pages (without appendices), fully addressing all the specific objectives outlined above.

Profile

· Master’s Degree in agronomy, economics or social sciences;

· At least 10 years’ experience working in the development /humanitarian sector;

· Good knowledge of livelihood projects with previous experience in implementing food security and rural livelihoods programmes in humanitarian and conflict contexts;

· Rich blend of linking relief rehabilitation and development programming including livelihood analysis and intervention strategy development;

· Proven experience in evaluating humanitarian/development programmes, ideally in the area of livelihoods and food security;

· Demonstrated experience of and willingness to work in an environment with unpredictable security situation.

· Excellent English language writing and presentational skills.

· Previous experience in South Sudan and Uganda is an asset.

· One or two samples of past evaluations;

· Two referees for programme evaluation work completed in the last three years.

Please note that Caritas will provide transport and accommodation during the data collection period. The consultant is expected to meet the cost for meals and any other relevant expenses.
