Background
The ECD, Adolescent Development and Safe Space activities in the refugee hosting areas have been conducted under tents. However, the tents have very short life span and the refugee situation seems to indicate a protracted case. In this context, the government and partners engaged in providing humanitarian services to the refugee communities have moved to construction of semi-permanent physical facilities.
In this context, UNICEF has received funding from DFID, ECHO and USAID to construct such semi-permanent structures. However, the implementation of this component has suffered delays. repeated, after consultation with the Supply section it has been agreed that we will need to urgently hire the services of a Construction Engineer to guide and supervise the construction. Given the fact that the available funding are of short term nature, a SSA consultant is preferred.
How can you make a difference?
UNICEF is seeking to recruit a consultant to provide overall supervision, quality assurance, monitoring of progress and certification of works for UNICEF supported construction including the construction of semi-permanent multi-purpose education facilities funded by DFID, ECHO and USAID. The volume of construction is expected to increase significantly if the new funding in pipe line materialize.
The consultant will provide similar support to other construction activities undertaken by UNICEF, whether under projects directly contracted by UNICEF or projects implemented in partnership with NGOs/CSOs.
Specifically, the consultant will be expected to;
Work closely with the Supply and BEAD section at Kampala and with concerned District Local Government (DLG) and non- government actors in the field to expedite the implementation of the construction activities. This may include:Development of specifications, SOW/SOR (Statement of Works) and other supportive documents to procure works in line with Projects objectives and tasks; Preparation of solicitation documents, evaluation of bids/proposals, adjudication of contracts, all in line with UNICEF procedures for construction;Assessment of the capacity of NGO/CSO partners to undertake construction projects, including their capacity to procure services and worksParticipation in the implementing partner selection processParticipate in the construction coordination committee at the settlementWork closely with respective District Engineer to provide construction work monitoring and contract management support at the individual sites; this will require working as part of the site management team liaising with and working alongside Implementing Partner and Contractor’s Project Manager, supervisors and sub-contractors, and regular (preferably full time) site supervision on each site during actual construction.Liaise with respective DLG to ensure the project activities are implemented in accordance with agreed upon specifications, drawings and BOQs.Provide oversight including quality checks and certification of all major construction materials, ensure quality workmanship and assist in claim certification through regular supervision. Higher level technical oversight is also needed, with assistance to UNICEF in claim assessment and Agreement management. The Consultant will be required to keep all normal site management records, including daily diaries, test results and variations.Provide technical guidance to the concerned government agencies and non- government service providers in order to achieve practical yet low cost buildings within to stipulated time lines, and to provide training to the local members so as to develop their skills for related site construction, and future maintenance work, in order to ensure sustainability. The Consultant will need to provide professional guidance and support to the responsible entity and/or members of the community throughout the construction work to achieve an acceptable handover.Ensure satisfactory completion of the work to the standards normally expected and/or agreed upon with UNICEF. The consultant will also prepare all relevant documentation and ensure compliance with UNICEF rules, regulations and standards for construction projectsInspect and ensure the quality of materials used and work performed complies with Contract specifications, drawings and BOQs (Bills of Quantities).Check and certify all accounts, and arrange for a handover to the partner [identify here which entity within the district] through UNICEF. This handover is to include necessary records, works-as-executed drawings, warranties and operational manuals.Document project results, experiences, lessons learned and best practices so that they can be referred to and disseminated as needed.Contract management/administration in compliance with signed UNICEF Contract, including any dispute resolution arising during the Contract validity period, Contract extension if deems necessary and Contract amendments in conformity with conditions of ContractAny other activities or any additional related tasks as requested by UNICEFDocument progress made and lessons learnt

Bachelor degree in Civil Engineering/Architecture, or other relevant field; Master Degree will be considered as an advantage;At least 5 years of relevant working experience in the field of community-based infrastructures;At least 3 years of experience in designing and managing civil engineering and construction projects;Experience of working with relevant stakeholders from the governmental and non-governmental institutions involved into IDPs and recovery issues at the national and sub-national levels;Familiarity with UNICEF bidding procedures for procurement of civil works and services will be considered as advantage;Excellent communication, leadership and interpersonal skillsKnowledge of English is mandatory.For every Child, you demonstrate…
