PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps has been operating in Uganda since 2006 and works to catalyze change through the Ugandan private sector, civil society and government to create resilient, economically inclusive, healthy, and secure communities. Our work focuses on building resilience and enabling economic growth, improving opportunities to attain better health and nutrition, improving governance and conflict management, and bridging humanitarian response with longer term development outcomes. We implement programs in Acholi, Karamoja and West Nile Sub-regions, as well as eastern Uganda and the greater Kampala area with funding from USAID, Sida, US State Department, SDC, DFID as well as other private donations.

Mercy Corps is looking for an experienced and entrepreneurial leader to fill the position of Program Manager to lead the start-up, implementation and close-out of multiple economic development programs in and around the refugee settlement of Palorinya in Moyo district. The programs include: 1) developing a proof of concept for the use of Market Systems Development/Market Facilitation in the refugee settlement context and surrounding host community; 2) supporting refugee and host community farmers with access to agricultural inputs, building capacity of agro dealers and off takers to expand businesses into the settlements and 3) supporting access to mobile phone technology for refugee and host communities. The programs work closely with private sector partners who aim to expand operations in target geographies for increased business performance while also improving access to markets for farmers and traders.

GENERAL POSITION SUMMARY:

The Program Manager is a senior management position for the program, with supervisory and managerial responsibility over all aspects of program implementation and staff development in that locale. The position holder will be responsible for coordination with all program management leads across the consortium to ensure teams are on target, on time and on scope, as well as managing all reporting requirements from the donor.

ESSENTIAL JOB FUNCTIONS:

Program Management:

· Lead the conceptualization, implementation and continual improvement of a MSD program in refugee settlements and surrounding host communities.

· Coordinate, manage and motivate the team, ensuring that they have clear objectives/individual work plans as part of performance management, and receive meaningful feedback on their performance.

· Monitor work and targets closely to ensure that program is able to provide maximum benefit to our beneficiaries within our timeframe.

· Work closely with team and partners ensuring we adhere to humanitarian principles, Mercy Corps’ gender policies, Do No Harm principles and beneficiary accountability standards.

· Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.

· Ensure proper logistics, administration, human resources and transport needs of the program are conducted within Mercy Corps policy and with the maximum benefit to the program.

Monitoring and Evaluation:

· Coordinate data gathering and management with all program staff and take overall responsibility for monitoring and evaluation.

· Ensure that the team is paying sufficient attention to the continual gathering and digestion of operating environment data and activity reports, and that teams are holding frequent activity review sessions to continually re-examine the relevance and impact of their programming.

· Coordinate and share information with the West Nile Team Leader to ensure overall project targets and donor obligations are being achieved. Advise both on suggested improvements and necessities, as required.

· Produce written reports on the program activities capturing impacts related to all activities.

External Representation and Coordination:

· Lead coordination with all program management leads with Palladium Group and DanChurchAid.

· Manage subaward to DanChurchAid, ensuring compliance and achievement of all deliverables while maintaining a strong partnership with all agencies and staff.

· Establish and maintain contact with all key actors as relevant for program implementation and coordination – Office of the Prime Minister and other government ministries, UNHCR, NGOs, partners – and establish mechanisms for contacting local community organizations and partners and other local NGOs/CBOs.

KNOWLEDGE AND EXPERIENCE:

· BA/S or equivalent in relevant field required; MA desired

· At least 6+ years of field experience in international relief and development programs, including demonstrable success in managing programs in transitional environments. With 2+ years of supervisory experience.

· Experience in MSD programs is MANDATORY.

· 3 years of senior-level leadership, capacity building and field management experience.

· Demonstrated success building, managing and leading a team of professionals in a fast-paced challenging environment with high standards for success (with limited burnout).

· Strong writing, communication, organization, prioritization and negotiating skills.

· Excellent coordination and representation experience is needed, especially in building and maintaining strong/productive relations with implementing and strategic partner agencies, Office of the Prime Minister and other government agencies, UNHCR, and other counterparts.

· Fluent spoken and written English
