Background
Danish Refugee Council (DRC) is a private, independent humanitarian organization working to provide durable solutions and promote human security.
In Uganda, DRC works in North, North-Western, South-Western and North-Eastern regions in a range of emergency/development support for the refugees and communities in need with the aim of saving lives by providing protection and humanitarian assistance, and creating livelihoods (for more information go to www.drc.dk)).
General Objective
The Engineering Assistant’s primary function is to supervise the day to day technical aspects of infrastructure works of the project. Additionally the Engineering Assistant is expected to participate in certification of completed projects for payment together with district technical teams. He/s will ensure that technical specifications for all infrastructure works are in line with DRC’s construction manual.
Key Responsibilities
The Engineering Assistant will perform the following tasks:
- To set up, plan, supervise and monitor the implementation of the projects;
- Participate in the planning process and in the re validation of Parish Development Plans (PDPs)
- Carry out screening of projects jointly with the district technical team and compile Investment Plan for approval by the District Technical Planning Committee (DTPC)
- Supervise and monitor the work of masons and participating communities;
- Supervise the technical aspects of the projects;
- Prepare Order Request/Purchase Requisitions for procurement of industrial and local materials for project implementation;
- Assess the activities undertaken and ensure efficient use of resources;
- Liaise with all internal and external counterparts of the project;
- Continuously monitor and supervise construction of public works infrastructure projects in close collaboration with the infrastructure Assistants and Infrastructure Coordinator Junior;
- Supervise construction of structures for instance culverts, pit latrines etc
- Ensure regular communication between communities at the project implementation sites and DRC
- Processing payments for contractors and masons after completion of works.
- Liaising with the district engineering team to assess the quality of infrasture projects
- Recording and filling the tally sheets during deliveries of local materials at the sites.
- Participate in training of Project Management Committees (PMC) and Project User Committees (PUCs) together with district technical team
- Participate in social mobilisation of communities for maintenance of completed projects
- Participate in radio talk shows whenever invited
- Together with the Engineering Officer, work on project technical reports
- Perform any other duties assigned by the immediate supervisor.
Reports to Engineering Officer.
Personal Specifications:
- Minimum Diploma in civil engineering
- At least 3 years of relevant working experience in labor based technologies
- Being a strong team player and adept at creating a strong team spirit;
- Proven ability to work creatively and independently both in the field and office;
- Ability to work with culturally diverse groups of people;
- Ability to travel and work in difficult conditions and under pressure
