Palladium has deep expertise in policy and advocacy, research and strategic information, health markets and private sector engagement, modelling and economic analysis, patient monitoring and management/HMIS, strategic consulting, and program management.

Purpose of Role

Palladium is the M&E partner under Catholic Relief Services (CRS) on Sustainable Outcomes for Children and Youth in Central and Western Uganda (SOCY). The project is working towards improving the health, nutrition, education and psychosocial wellbeing of vulnerable populations, as well as reducing abuse, exploitation and neglect to a minimum of 625,000 children and 101,500 households in 17 districts in central and western Uganda. Palladium works in all three regions of the project: Central, Western, and Southwest.[i] Exact number still under discussion with USAID Uganda

Key Responsibilities

  • Work with the M&E Specialist to strengthen/develop a framework and system for health outcome measurement at the district and sub county levels.The framework will include priority health questions; associated outcome measures, data sources, and methods; and guidance on frequency of data collection, reporting, dissemination and how to ensure internal and external data consistency.
  • Work with the M&E Specialist to mine and triangulate data from the SOCY MIS.
  • Work with the MEL Director and M&E Specialist to support the project to:

  • Continuously use data for quality improvement;

  • Routinely review data for use to improve service delivery and OVC decision support;

  • Monitor progress against targets with outcome and output measurements;

  • Increase the use of gender and age-disaggregated data in particular, and statistics in general for evidence-informed management of the program

  • Develop a culture of data demand and use, including the provision of routine high-level statistical analyses

  • Lead the development of data analysis for information products and data dashboards.

  • Capacity strengthening and training of local partner M&E staff in data analysis

Project Duration Through February 2020

Minimum education and experience required

  • Masters Level of Education in related field, e.g. MSc (Epidemiology/Biostatistics/Biometry)
  • 5+ years' experience in an analytic/statistical position for a PEPFAR project
  • Appropriate software skills necessary to mine data from databases, such as SQL, or equivalent
  • Appropriate software skills necessary to conduct, analysis of study data, such as EPI Info, SPSS, or equivalent
  • Demonstrated ability strengthening outcome measurement systems and/or conducting outcome analysis.
  • Demonstrated experience working with OVC MIS
  • Strong written and oral communication skills (writing examples may be required)
  • Excellent coordination, and information management skills
  • The ability to work well under pressure and skilled in change management,and problem solving
  • Ability to develop and maintain relationships with users and various stakeholders (local and international); developed cultural awareness and innovation sense.
  • Ability and willingness to travel frequently within Uganda and work under field conditions
  • Fluency in written and spoken English.

Based in Kampala, Uganda. Position will not attract mobilization/relocation assistance. Applicants must have eligibility to work and live in Kampala.
