INFORMATION ON THE MISSION CONTEXT
HI is opening the position of Emergency Coordinator in Uganda in order to be part of the response and in particularly to coordinate teams analyzing and responding to needs emerging due to 1) the current drought and food crisis and 2) displacement of thousands of South Sudanese, fleeing the conflict in their country and seeking refuge in Northern Uganda.
HI wishes to analyze the humanitarian situation in Northern Uganda, and is thus launching a multi-sectorial assessment in Northern Uganda. To gather needed information, a team composed of an Emergency Coordinator, two Project Managers (Basic Needs and Specific Needs) and a Logistician will have the responsibility to:
- Identify the needs of affected population (at households and individuals levels);
- Analyze the type and levels of vulnerability of affected population, in particular South-Sudanese refugees, drought refugees and internally displaced populations;
- Meet authorities in order to raise acceptance of HI in the area and present our strategy and organization
- Map the different stakeholders involved into the response (NGO, INGOS, IO, Ugandans’ structures, etc.), and analyze their capacities;
- Identify and analyze remaining gaps in the response to affected-population’s needs;
- Identify external constrains to be taken into consideration while implementing project (related to security, admin/finance, logistics, human resources);
- Analyze the added-value of HI to cover these sectors; and put forward recommendations in terms of intervention
- Elaborate related Concept Notes, proposals and budgets
- Meet donors to identify funding opportunities and present our strategy
- Implement immediate actions when decided so
OBJECTIVES OF THE POSITION
Under the responsibility of the Country manager, he/she will be in charge of:
Assessment phase:
Technical assessment of the logistics context LCA review Logistics context assessment specific to HI intervention Local supply chain assessment specific to HI strategy (markets, acces, infrastructure)
Logistics support to the assessment team Ensuring the means of the assessment Logistics implementation of the mitigation measures to security constraints during assessment phase
Design phase:
Participation to project resources design based on evaluation of the existing and the required resources (control of the feasibility and proposition of solution) HR requirement Supply chain options and cost Verification of the feasibility of the project based on : financial ressources, HR ressources and available funds

Project inception:
- Logistics support to mission opening (supply, storage, transport, T, assets management, telecommunication, fleet management);
- Recruitment and first training of national team
- Implementation of HI logistics framework, design of adapted procedures to the country
- First reporting on logistics aspect to HQ
- Participation to design of security plan and rules and inception of the implementation
- Support to first distribution if required
Expected results
Logistics assessment is realized and give sufficient information and options to design the project
Project are designed with control of logistics and and feasibility of plannification vs ressources has been control and attentioan points are highlighted
Logistics procedures are implemented and adapted to context constraints
Logistics team is designed and recruited following the project inception planning
Premises, fleet and supply chain are available to start activities in the announced time
Logistics Reporting is ensured with the rest of the coordination team and HQ
PROFILE
- Minimum 2 years of experience in INGO’s
- Minimum one experience in assessment and/or mission opening (can be at regional level: base opening)
- Minimum one experience in emergency context
- Experience with management of national team
- Experience in Africa
- Capacity to manage work overload under pressure and in permanent insecurity context
- Excellent reactivity and flexibility
- Logistics or humanitarian diploma is a plus;
- Relational, negociation and communication skills.
- Ability to live in harsh conditions
- Sufficient rigor and knowledge in logistics procedures of INGO funded by emergency donors to adapt quickly requirement to context evolution.
- Capacity to build adapted security rules and to adapt ressources and equipment to security constraints
- Positive thinking and solution-oriented
- Sense of humor
SALARY
- Starting date : ASAP
- Length of the contract: 1 month
- Salary from 2700 € (gross) / month regarding the experience of the candidate
- Perdiem : 517 (net)
- Insurances : medical hearth coverage, retirement planning, repatriation
- Paid holiday : 25 days per year + R&R (1 day per month)
