Overview:
Deputy Chief of Party (DCOP) needed for an anticipated five-year USAID- funded national family planning project in Uganda. DCOP will work closely with, and provide complementary experience and skills to, the Chief of Party and will work closely with program implementation teams to ensure that resources are applied appropriately (e.g. human, financial and material). Responsibilities include supervising program management staff, overseeing annual work planning, leading the design, implementation, and reporting of project activities, representing Jhpiego to donors and partners, and all other aspects of program management. The DCOP will be responsible for providing strategic guidance and assistance in repsroductive health and family planning to the COP, the Director of Family Planning Service, program staff, and other stakeholders; representing Jhpiego and the program in technical working groups as needed.
In the absence of the Chief of Party, the DCOP may be required to undertake the responsibilities of that position on a temporary basis. This position is contingent upon award from the donor.

Responsibilities:
- Provide programmatic leadership for, and oversee, in coordination with the Chief of Party, the strategic planning of activities in support of the program goals and objectives, including the determination of program priorities and appropriate technical initiatives
- Coordinate the work of all team members with their designated counterparts within USAID, the Ministry of Health (MOH), as well as partners and other key stakeholders in Uganda such as NGOs, to ensure effective technical assistance and the smooth implementation of activities
- Write and/or review technical components of materials and publications related to the program and its development
- Advise national counterparts on technical issues and participate in relevant advisory and/or working groups with counterparts and partner institutions
- Represent Jhpiego and the program in public and professional circles through meetings, conferences, and presentations
- In close collaboration with the COP, coordinate and monitor all human, financial and material resources of the program to ensure successful implementation
- Develop and modify as necessary the technical workplans and budget; review workplans monthly with the Chief of Party
- Guide the analysis, synthesis and reporting of program outputs and results in close collaboration with the Monitoring, Evaluation and Research Manager/Director
- Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with program goals to ensure rapid and sustainable results
- Provide guidance and capacity building activities in collaboration with key staff specialists to subgrantees; coordinate activities with other agencies
- Ensure resources for project implementation are available
- Work with finance and project staff to develop and track project budgets
- Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
- Ensure compliance with USAID operational policies and regulations
Required Qualifications:
- Advanced degree in public health, health administration, international health, business administration; Medical/Nursing degree is preferred.
- Previous experience serving as DCOP; experience managing USAID-funded programs is preferred
- 8 years’ project management experience (of which at least half is in a mid-to-senior management position) in large, multi-year international health sector development programs that have implemented successful activities in areas such as MNCH and RH; experience managing contracts preferred
- Demonstrated strong technical and programmatic knowledge and experience in family planning
- Expertise in research to practice—identifying best practices and adapting them to project realities
- Understanding of the Uganda (or similar) social and political context, and developments in the health sector
- Prior international (outside of Uganda) experience in development, managing, overseeing, and evaluating public health programs of similar size and complexity
- Strong program and financial management skills
- Significant networking and partnership building skills, including ability to access leaders in health and development fields
- Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, host-country counterparts and representatives from other key stakeholders such as NGOs, PVOs, the private sector and other donors.
- In-depth knowledge of USAID projects, regulations, compliance and reporting
- Previous experience working in Uganda with intimate understanding of local health system, in particular Family Planning gaps and opportunities, and solid relationships at government agencies
- Strong leadership skills, including facilitation, team building, and coordination
- Excellent program and financial management skills
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
- Proficiency in word processing and Microsoft Office software
- Fluent in written and spoken English
- Excellent oral and written communications skills
- Ability to travel nationally and internationally up to 50%
