Overview:

Chief of Party (COP) will provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for an anticipated five-year USAID-funded national Family Planning project in Uganda.

The COP will provide overall programmatic and technical leadership and managerial oversight to the project. This includes guiding the strategic planning, designing, and implementing of the project and managing donor and partner relationships. The COP will develop, maintain, strengthen and expand a collaborative approach with multiple project partners and Ugandan Ministry of Health. The COP will also ensure timely and cost-effective project implementation, reporting of activities, and will be responsible for all project deliverables to USAID. Working closely with program staff and key stakeholders, the COP will ensure the administrative and financial integrity of the project. The COP will provide supervision of key technical and management staff and program partners, including short or long-term technical staff and advisors, and develop relationships with country partners. The COP will formulate and direct work plans, build team capacity, and monitor and evaluate team performance. This position is contingent upon award from the donor.

Responsibilities:

  • Provide programmatic leadership and strategic direction to ensure technical and financial integrity of the integrated health project and to achieve rapid and sustained project goals, objectives and targets
  • Ensure the project is technically sound, evidence-based and responsive to the needs of the country, its people and donors
  • Ensure compliance with the project award results and the oversight of project activities to achieve the stated objectives
  • Direct the planning, implementation and management of the project and ensure the project’s administrative and financial integrity
  • Write and/or review technical components of materials and publications related to the project and its development
  • Develop and maintain strong working relationships and alliances with USAID, the Ministry of Health (MOH), implementing partners and other key stakeholders in Uganda to maximize resources and avoid duplication of effort
  • Provide technical assistance, mentoring and oversight to project staff and partners in the area of family planning
  • Represent the project in matters pertaining to the execution of project-related activities
  • Represent Jhpiego’s interests and present progress, achievements and lessons learned to key stakeholders, including USAID, the MOH and implementing partners in public and professional circles through meetings, conferences, and presentations
  • Provide technical leadership in the design, analysis, and synthesis of interventions
  • Ensure the quality and sustainability of interventions, particularly in the areas of family planning, including capacity building of providers, demand generation and reaching youth
  • Participate in relevant technical advisory groups with counterparts and partner institutions
  • Lead the annual work planning process in close collaboration with USAID, Ministry of Health, project team and project partners
  • Ensure high-quality project implementation, consistent with Myanmar’s national health guidelines
  • Oversee preparation of periodic project reports to donor
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with project goals to ensure rapid and sustainable results
  • Provide guidance, in collaboration with key staff, to subcontractors and subgrantees and coordinate activities with other agencies
  • Manage multiple project partner
  • Promote and support the dissemination of project information among the project team and partners
  • Write and/or review technical components of materials and publications related to integrated health and its development
  • Ensure resources for project implementation are available
  • Develop and modify work plan, including budgets, with technical and financial staff Work with finance and project staff to develop and track project budgets
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
  • Ensure compliance with USAID operational policies and regulations

Required Qualifications:

  • Advanced degree in public health, health administration, international health, business administration, medical/Nursing or a related field; MD preferred.
  • Previous experience serving as COP or DCOP; experience managing USAID-funded programs is preferred
  • 10+ years’ demonstrated experience managing large, multi-year international health sector development projects (approximately $6-10M per year) that have implemented successful activities in areas of family planning and sexual reproductive health, including program, financial and administration management, award contractual compliance, sub-award management, and tracking project performance and costs via specific funding streams; experience managing contracts preferred
  • Management, training or clinical background in sexual reproductive health or family planning
  • Expertise in research to practice—identifying best practices and adapting them to project realities
  • Previous experience working in Uganda and solid relationships at government agencies
  • Demonstrated experience and knowledge in establishing systems and overseeing project start-up
  • Understanding of the Ugandan (or similar) social and political context, and developments in the health sector
  • At least five years international (outside of Uganda) experience in development, managing, overseeing, and evaluating public health programs of similar size and complexity
  • Demonstrated experience building capacity of civil society organizations and government stakeholders
  • Strong program and financial management skills
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs
  • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, host-country counterparts and representatives from other key stakeholders such as NGOs, PVOs, the private sector and other donors.
  • In-depth knowledge of USAID projects, regulations, compliance and reporting
  • Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building and representational skills.
  • Previous experience working in Uganda with intimate understanding of local health system, in particular family planning, and solid relationships at government agencies
  • Strong leadership skills, including facilitation, team building, and coordination
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Proficiency in word processing and Microsoft Office software
  • Fluent in written and spoken English
  • Excellent oral and written communications skills
  • Ability to travel nationally
