Monitoring and Evaluation (M&E) Advisor, Uganda
ACDI/VOCA is currently seeking a M&E Advisor for the anticipated USAID Title II Development, Food Assistance Program (DFAP) in Uganda. This multi-year, is integrated with USAID strategies to improve and sustain the food and nutrition security of vulnerable populations through work at the individual, household and systems level to address the underlying causes of chronic food insecurity and strengthen transformative opportunities.
Responsibilities:
- Guide the technical direction of the M&E approach and strategy; oversee and coordinate work related to monitoring and evaluation activities of the DFAP project
- Oversee impact analysis in the areas of nutrition, finance and investment, enterprise development, and agricultural productivity
- Prepare and conduct trainings on monitoring and evaluation topics for staff and project clients
- Ensure M&E is utilized and managed properly
- Conduct and coordinate data collection monthly, quarterly and annually
- Lead the update and submission of the Indicators Performance Tracking Table (IPTT), including baseline targets calculation, targets setting and revision (when applicable), progress measurement and updating.
- Coordinate and facilitate the refinement of the Theory of change, logical framework and DIP.
- Coordinate M&E activities with local and international partners, including annual surveys, case studies, stakeholder workshop to refine approaches
- Prepare data analyses for PREPs, Annual Results Reports and other required documents
- Build the capacity of local organizations to be effective in knowledge management and learning
- Apply GIS tools to improve decision-making and management for results.
Qualifications:
- Master’s degree in economics, agricultural economics, statistics, bio-statistics, nutrition or other relevant subject with strong quantitative background, and at least six years of experience in progressively increasing M&E responsibility in international development projects. The candidate must have experience in leading the M&E of a large project.
- Strong conceptual knowledge about theories of change, logic model, food and nutrition security indicators, M&E plan, data quality assurance, data utilization, and gender integration into M&E.
- Demonstrated experience and expertise in developing and operationalizing a comprehensive monitoring and evaluation plan.
- Demonstrated expertise and experience in developing and operationalizing routine monitoring system designed to track both output and outcome indicators.
- Strong quantitative background and demonstrated expertise in designing annual
- monitoring surveys including probabilistic sampling strategy and estimating sample size, developing appropriate weights, and analyze quantitative data.
- Demonstrated expertise in designing qualitative studies, in-depth knowledge about qualitative sampling, and experienced in using interview and interactive tools to generate qualitative information and analysis.
- Experienced in developing data quality assurance strategies, data management, and data visualization.
- Demonstrated expertise and experience in data utilization strategies and can creatively think about active data sharing techniques.
- Excellent oral and written communication skills in English and other language(s).
