Palladium seeking a Chief of Party for an anticipated project in Uganda. The purpose of this project is to facilitate, promote and enhance evidence-based programming and reporting in Uganda's health system, particularly its response against the HIV/AIDS epidemic.
The Chief of Party will have primary responsibility for liaising with USAID and other stakeholders in Uganda. He/she will oversee contract implementation, providing the technical vision and approach and managing the project team and consortium members. He/she will ensure the project complies with award terms and conditions, USAID policies and regulations, and systems are in place to mitigate risk of fraud, waste and abuse. Minimum:
- A Master's degree with five (5) years (or A Bachelor's Degree with seven (7) years) of experience, in Business Management, Public Health, Monitoring and Evaluation, Development Studies, Economics, Epidemiology, Biostatistics, Health Statistics, Applied Research or related field
- Ten (10) years of working in M&E of HIV/AIDS prevention and treatment programs, five of which must be at senior management level;
- Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations;
- Excellent past performance references;
DESIRED
- Working knowledge of and/or experience with USG-funded program management, policies, regulations, and procedures is desirable;
- Demonstrated knowledge of PEPFAR, GOU and other stakeholder data requirements and a good understanding of the political economy around HIV/AIDS programming at USG and GOU is desired;
- Experience in decentralized health service delivery and good knowledge of health care system in the sub-Saharan African is desired.
