MSH seeks a Director of Health Systems Strengthening (HSS) for the anticipated five-year USAID/Uganda health service integration program in Uganda. The goal of the Regional Health Integration to Enhance Services in Eastern Uganda (RHITES-E) project is to increase utilization of health services by strengthening systems; improving quality; increasing availability of, access to, and demand for quality services; and supporting the health sector to sustain the high rate of utilization in the Eastern Region. The health services that will be supported will include HIV, TB, malaria, nutrition, family planning, and maternal, neonatal and child health care. Preference will be given to applicants with relevant experience in Uganda. This position is subject to project award and funding.
The Director of HSS will be responsible for leading the project’s provision of technical and other assistance to districts, their Health Facilities (HFs), and served communities to ensure they implement high quality, high impact health and HIV interventions and services. The Director will provide oversight and technical direction in HSS in the Ugandan context, including the design, implementation, monitoring, and documentation of the implementation and impact of these interventions. S/he will promote public and private sector stewardship of the health sector in Uganda at all levels (national, state and local). The Director leads the assessment of current health systems, constraints, and priorities at all levels, developing and scaling up enhanced programs in line with the Uganda MOH and PEPFAR/USAID strategic directions.
Specific Responsibilities
- Design and lead the provision of technical and other assistance to districts, HFs, and their served communities to implement new initiatives and innovations and improve their sustained capacity to deliver high quality, high impact health interventions and services.
- S/he has primary responsibility for the general oversight of all technical assistance in the development of health system management capacities and management tools.
- As needed, the Director gives guidance and support to the Ministry of Health (MOH) and PEPFAR/USAID in the development of policies that promote strong health systems and stewardship of new technical ideas and identifies and track new opportunities.
- Supervise a team of technical staff that provides direct technical and other assistance to districts, HFs, and communities.
- Maintain a strong working partnership with the MOH, PEPFAR/USAID, and supported district health teams, HFs, and communities.
- Participate in the development of the project strategic and operational plans, overseeing the development and successful implementation of the HSS capacity building annual work plans.
- Assist to strengthen the network model to ensure that all levels of the network are supported to improve linkages and referrals throughout the system including community services, health centers and hospitals.
- Participate in and play a leading role in project reporting and analysis and use of strategic information.
Qualifications
- Minimum of a Master’s degree in public health or other relevant field.
- A minimum of 8 years’ experience with progressively increasing responsibility in:
- Designing, managing, and implementing complex, large scale public health programs
- Experience in leading a highly successful HSS program in Uganda or in a similar setting
- A minimum of six years of successful supervisory experience.
- Demonstrated technical expertise in managing provision of technical support and/or capacity building to government institutions in leadership, management, or governance; demonstrated ability to develop linkages with other organizations, including the private sector.
- Experience working in decentralized health and HIV service delivery within sub-Saharan Africa.
- Experience working with Ministries of Health at various levels in the health sector, and an understanding of their structures, systems and policies.
- Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators, and staff at all levels of the organization.
- Must be an effective public speaker; able to present to small groups as well as larger audiences that could include donors, partners and/or MoH staff.
- Excellent cross-cultural interpersonal skills. Proven ability to interact professionally with culturally and linguistically diverse staff, clients and consultants.
- Ability to travel within Uganda as required.
- Fluency in written and spoken English and demonstrated capacity to effectively communicate and document, including the writing of quality reports and detailed analysis of strategic information, using computer programs such as Word, Excel, Power-point.
