PSI seeks an experienced Private Sector Development Advisorto lead in private sector coordination under an anticipated 5-year USAID-funded Uganda Sanitation Program. The project will focus on sustainable improvement to the quality, access and supply of water and sanitation services and improve hygiene behaviors in Uganda.
The Private Sector Development Advisorwill provide technical services to further the objectives of the Project. The Advisor will substantively contribute to the implementation and evaluation of the Project. S/He will also be available to assist with private sector designs, evaluations and other private sector assistance. This position will be based in Kampala, Uganda and will report to the Chief of Party.
RESPONSIBILITIES:

  • Under the leadership of the Chief of Party, lead the design, implementation, monitoring and evaluation of project activities as they relate to the private sector.
  • Facilitate linkages between sanitation supply and demand, including the development of the private sector’s ability to meet demand within the context of the project.
  • Work with prospective clients and financial institutions to develop financial instruments for scale-up of adoption of improved sanitation
  • Build the capacity of the government and other partners to engage private health providers using successful quality assurance models and to engage private health sector providers to follow national policies on licensing, staff skills and service standards in regards to WASH
  • Serve as a technical resource on private and commercial health sector programs and initiatives.
  • Lead the program in mobilizing private sector financing for urban centers and rural areas
  • Keep abreast of major developments in the private health sector and disseminate state-of-the-art findings on private sector topics
  • Provide with technical expertise, strategic planning guidance and management support in implementing PIHI in the private health sector
  • Conduct visits to assist in the design, implementation, management and/or evaluation of activities
  • Assist, as needed, with the preparation of information briefs, work plans, budgets, etc., including
  • information for MOH, USAID, and others
  • Provide overall strategic leadership for the implementation of high impact interventions in partnership with the private sector.
  • Analyze, distill and share existing private sector experience relevant to achieving program goals.
  • Develop a private sector engagement strategy based on a thorough understanding of examples of successful approaches relevant to achieving program objectives.
  • Use knowledge and skills of private sector approaches, and examples of successful and scalable marketing interventions, to influence a range of in country partners including Ministry of Health, Ministry of Water and Environment, Ministry of Education, staff from implementing organizations and local policy and funding stakeholders.
  • Coordinate the efforts of consortium partners already engaging with the private sector to allocate appropriate skills and experience appropriately.
  • Based on successful examples, explore the opportunity of public-private partnerships to accelerate program success.
  • Mentor enterprises to launch and scale up sanitation products
  • Contribute to the design of relevant private sector operational research.
  • Contribute to the development of project related documents such as donor reports, proposals, success stories and publications.
  • In the COP’s absence, this person may be designated as the DCOP responsible for providing technical leadership of the program and management of the team of senior staff and all sub-partners to ensure quality, timeliness and efficiency of all products and activities.!

QUALIFICATIONS:

  • Master’s degree in Business, Management, Economics, Finance or related field.
  • At least ten (10) years of experience in the private sector or providing technical assistance to improve private sector performance.
  • Demonstrated experience working with private sector clinics and medical associations in developing countries
  • Prior experience with WASH and private sector development
  • Strong experience and passion for developing markets for sanitation
  • Experience in small and medium enterprise development and/or social marketing approaches in support of enterprise development
  • Familiarity with commodities, logistics, and supply chain management is desirable.
  • Excellent management and interpersonal skills
  • Excellent written, verbal, and interpersonal communication skills.
  • Demonstrated ability to work well as part of a team and effectively develop and manage a network of collaborating partners.
  • Fluency in English required.

STATUS:

  • Exempt
  • Level 6
