BACKGROUND
NU-TEC is a five year DFID funded programme that aims to increase the incomes and climate resilience of poor men and women in northern Uganda (NU) by (a) stimulating sustainable, pro-poor growth in selected agricultural markets and (b) improving the position of poor men and women within these market systems, to make them more inclusive for poor people. Palladium manages the programme on behalf of DFID.
NU-TEC has the potential to sustainably and significantly improve the livelihoods of over 750,000 poor people in NU. It is expected that the programme will deliver the following results:
a) At least 750,000 poor people in Northern Uganda, 50% women, will see their resilience to climate change increased and incomes raised by at least 15%;
b) At least £55m in new investment supported by the project (excluding loans)
c) At least £90m in additional turnover in businesses supported by the project
PURPOSE
The specific purpose of the position is to support the team in developing and implementing the Intervention Agreements mechanism of the programme. This position is also responsible for contributing toward the project’s mainstreaming of gender and social inclusion initiatives.
The position is responsible under the leadership of Project Director and management of the Team Leader.
SPECIFIC RESPONSIBILITIES
Intervention Agreements Management:
· Review of the concept notes and supporting documentation to ensure completeness, consistency and adherence to the intervention fund terms;
· Drafting of the MoUs and Intervention Agreements which we have with our partners.
· Review project budgets and advise the Deputy Team Leader and Team Leader accordingly;
· Review the Fiduciary Risk Assessment Reports to identify key risky areas;
· Ensure that relevant special conditions are included in the Intervention Agreement;
· Support the production of all documents and tools needed for the Intervention Agreement;
· Help in drafting Intervention Agreements; and
· Support the development and implementation of the due diligence, monitoring and evaluation procedures of the Programme.
Project Monitoring:
· Supporting the team in making sure that progress reports (technical and financial) are submitted on time;
· Review, analyze and assess the Intervention Partner’s performance against KPIs as per intervention agreement;
· Review Intervention Partner’s financial reports and request any additional supporting documentation;
· Follow up on feedback sent to the Intervention Partner to ensure issues raised have been addressed;
· Coordinate project expenditure verification and audit.
Overall Portfolio Management:
· Preparation of the intervention funding allocation, disbursements, and forecast schedules as required;
· Tracking all financial disbursements to intervention partners;
· Review of site visit reports and following up on action points.
Intervention Management Policies & Procedures:
· Focusing on continual improvement in the intervention fund management processes ensuring at all times that the intervention management function is operating efficiently and effectively;
· Ensuring that the Interventions Manual is up to date regarding intervention fund management policies and procedures.
AUTHORITY LEVELS
The line manager for this role is the Operations Manager.
· Attendance at all weekly and/or management team meetings;
· Provision of regular updates to the line manager;
· Provision of exception reports as required;
· Other reporting as requested by the line manager.

MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED
· Bachelor's degree with a specialisation in management, finance/accounting or other relevant field;
· 4 years previous experience in finance and grant management;
· Knowledge of public sector loan processes including accounting and financial reporting;
· Ability to interpret complex intervention funding requirements, submissions and budget projections;
· Strong financial acumen;
· Ability to work with international teams;
· Ability to operate in complex situations;
· English language skills. The ability to also speak Swahili is desired, but not essential.
· Experience of working with DFID or other International Development organisations would be an asset;
· A minimum of 2 years of work experience in a developing country or similar environment (east Africa experience strongly preferred);
· Experience in inclusive development, including gender issues within an understanding of market systems development (desired).
