Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.
Background:
In 2007, CHAI signed an MOU with the government of Uganda to provide technical assistance to the Ministry of Health and strengthen health systems. Since then, CHAI has worked hand-in-hand with the Ministry of Health to increase access to lifesaving pediatric HIV treatment by >400%; coordinate with private sector suppliers to lower costs and expand access to malaria drugs; pilot a point-of-care diagnostic technology, leading to scale up to >250 health facilities nationwide; introduce a new severe malaria drug which will save thousands of lives annually; and many other initiatives. Currently, CHAI Uganda works with the Ministry of Health around HIV, malaria, childhood illnesses, laboratory systems and drug logistics.
Position Description:
The Senior Program Analyst will provide technical support to the Uganda Ministry of Health and National Medical Stores to enhance access to medicines for people affected by HIV, malaria and other infectious diseases. In close conjunction with the Ministry and NGO partners, the Senior Program Analyst will support efforts to optimize Uganda's product selection, enhance the supply chain, and improve the drug forecasting process. The Senior Program Analyst will also help the Ministry of Health develop the internal capacity to recommend the optimal drug regimens and strengthen the systems that deliver those drugs to facilities.
The Senior Program Analyst must be a strategic thinker with exceptional quantitative skills and experience in managing complex programs. The Senior Program Analyst will be responsible for a wide variety of tasks, from quantitative analysis, and leading stakeholder meetings to gain consensus on proposed recommendations. The Senior Program Analyst will also spend time in the field, collecting data at low-level health facilities. The Senior Program Analyst must become quickly well versed in the costs, efficacy and side effects of diverse drug regimens and formulations. The Senior Program Analyst must be able to navigate politics and build relationships at every level. S/he must exhibit a passion for results and a commitment to excellence.

The Senior Program Analyst will be required to split their time between Ministry of Health and the National Medical Stores; with up to 20% of his/her time traveling domestically and internationally. The Senior Program Analyst will report to the Access to Medicines Program Manager.
The Senior Program Analyst will:
- Support national quantifications efforts, including pipeline planning, commodity gap analyses, and continuous monitoring of the funding for HIV Commodities + associated lab commodities, malaria + associated lab commodities, vaccines, and Essential Medicines.
- Identifying supply chain bottlenecks through comprehensive quantitative and qualitative analysis, including field research, and developing contingency mechanisms
- Provide Pharmacy Division and National Medical Stores with applied analytics support for decision making, including scenario modelling, cost-benefit analyses, and any other quantitative support required.
- Support NMS to implement strategic/parallel programs like ICCM, Oxygen Study and monitoring of Essential Medicines (Both for EM Kits and Higher level PULL Systems)
- Support the preparation of key reports to the MoH, NMS and development partners and other key stakeholders in the health commodities supply chain.
- Coordinate information sharing and joint supply planning between the 4 major warehouses in Uganda
- Work with MOH Pharmacy Division, Warehouses, Implementing Partners and NDA to introduce and roll out more optimal ARV medicines
- Coordinate trainings and CME's on new / more optimal formulations and updated ART Guidelines
- Work with MOH Pharmacy Division and NMS to improve Logistics coordination amongst lower level facilities, IP's and DHTs.
- Perform any other duties assigned.
• 3-5 years' experience in health commodities management, public health, or business with heavy applied analytics.
• Experience working in management consulting, finance or a similarly quantitative/analytical capacity
• First degree or Bachelor's degree in a Health related course like Pharmacy, Medicine, or Business studies. An advanced degree in Economics, Public Health, Business or a related field is an added advantage.
• Demonstrated analytical skills with computerized packages including Microsoft office packages such as MS Excel, STATA, and Quantimed.
• Experience working in Africa and/or developing countries
• Experience in working in public health, HIV or other infectious diseases
• Preferably should be registered with the Pharmacy Board and should have annual Certificate of Practice issued by the Pharmaceutical Society of Uganda (PSU).
Additional requirements;
• 3-5 years' work experience in a demanding, results-oriented environment
