Background

The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 30 countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

In Uganda, DRC works in North, North-Western, South-Western and North-Eastern regions in a range of emergency/development support for the refugees and communities in need with the aim of saving lives by providing protection and humanitarian assistance, and creating livelihoods (for more information go to www.drc.ngo)).

In the North-Western Regions, DRC is currently implementing a refugee programme for South Sudanese and Congolese in areas of child protection with a special focus on separated and unaccompanied minors, psychosocial support, GBV and protection monitoring; Livelihoods focusing on skills development and employment creation; Water and Sanitation; Environment; Shelter and infrastructure

General Objective:

The Senior Finance Officer will oversee all financial operations and implementation of financial systems ensuring conformity to DRC Operations handbook and in line with overall corporate operations strategy, donor financial regulations and guidelines, as well as international accounting standards.
The Senior Finance Officer provides leadership in execution of financial services for DRC Uganda, ensuring effective and transparent utilization of financial resources and integrity of financial services. S/he will be responsible for coordinating and administering the organization's plans for the control, monitoring and reporting of financial operations, as directed by the Regional Finance Controller.

General Role

The Senior Finance Officer provides leadership in execution of financial services for DRC Uganda, ensuring effective and transparent utilization of financial resources and integrity of financial services. S/he will be responsible for coordinating and administering the organization's plans for the control, monitoring and reporting of financial operations, as directed by the Regional Finance Controller.

Specific duties and responsibilities:

The Senior Finance Officer is responsible for the following detailed tasks within the framework of DRC standard regulations and operational procedures (including the Code of Conduct, The DRC Assistance Framework, the DRC Programme Manual and administrative regulations), approved programme documents, donor contracts and applicable Ugandan laws:

Specific Tasks:

  • Ensure effective implementation of operational strategies, adapts compliance with DRC Operations handbook, donor regulations, and policies of financial activities, financial recording/reporting system and follow-up on audit recommendations.

  • Timely and accurate financial reporting to donors.

  • Implementation of effective internal controls, proper functioning of financial resource management systems.

  • Maintenance of the internal expenditure control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in the cash books.

  • Bi-monthly consolidation and review cashbooks from Field offices. Ensure that the cashbooks are verified and submitted on time to HQ within the specified time.

  • Timely corrective actions of vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to requests to resolve financial data issues.

  • Responsible for Voucher reporting to HQ

  • Management and maintain suspense account data base for items for all locations. In line with this responsible for reconciliation of balance sheet items.

  • Timely review of cash position for operations to ensure sufficient funds on hand for disbursements.

  • Maintain primary contact with local bank management on routine operational matters including negotiation of exchange rate. To serve as member of bank signatory panel.

  • Ensures timely remittance of statutory deductions to relevant Government institutions.

  • Timely and accurate preparation of bank reconciliations.

  • Ensure security for credit card and verify charges to credit card.

  • Maintenance of the Accounts Receivables for DRC Uganda projects. Timely identification and recording of income received from Donors.

  • Management of DRC Partner accounts.

  • Facilitation of internal and external audits.

  • Financial reviews for all Order Requests and Payment Requests within allowable limits.

  • Implementation of the Budgetary control mechanism for all projects through monitoring budgets versus authorized spending limits.

  • Update IDRAs, Signature Verification Forms and Bank mandates as per Operations Handbook.

  • Build capacity and supervise Accountant and provide technical assistance to Field Finance Officers.

  • Uphold the DRC’s Code of Conduct.

PERSONAL SPECIFICATIONS

Essential:

  • Degree in Finance or Accounting and final or Part certification in CPA or ACCA with at least 5 years work experience in finance or accounting in INGOs.

  • Excellent knowledge in preparing major international donor reports.

  • Possess strong analytical and conceptual skills.

  • Proven management skills

  • Fluent in written and spoken English.

  • Proven commitment to accountable practices.

  • Knowledge of working in challenging environments.

Preferable:

  • Proven ability to manage large and varied workloads, and can manage stress constructively.

  • Proven ability to prioritise tasks, meet deadlines and work with limited supervision.

  • Pro-active, stable and robust character and a good team-player.

  • Excellent communication skills, calm and a good sense of humour.

  • Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels.

Conditions for the positions

Duty station: Kampala - with regular travel to other field offices.
The position is contract based.

Remuneration and benefits are as per DRC Uganda standard salary scale and benefit package.

Expected start date: As soon as possible
