About DRC Uganda

In Uganda, DRC works in North, North-Western, South-Western and North-Eastern regions in a range of emergency/development support for the refugees and communities in need with the aim of saving lives by providing protection and humanitarian assistance, and creating livelihoods.
In the North-Western Regions, DRC is currently a refugee program for South Sudanese and Congolese with a new protection in emergency component which comprises: child protection with a special focus on separated and un accompanied minors, GBV and protection monitoring, livelihoods support, shelter and infrastructure and WASH.

About the job

The Head of Programme (HOP) is responsible for development, implementation, and quality of DRC’s programs in Uganda. The HoP is a key senior management position, ensuring cross-cutting programmatic information management, designing and managing assessments/research, MEAL, and ensuring learnings are incorporated into high quality grant proposals and reports. S/he must ensure that policies, systems and people are continuously and accurately working in a coordinated manner resulting in a coherent and comprehensive program design and implementation. The HOP acts as Country Director in his/her absence.

Duties and Responsibilities

  • Program Development and Strategical focus: Further developing country program strategy, keeping it relevant, and leading the program development to fulfil the strategy

  • Program Implementation & Coordination: Ensure quality of the program implementation, enhance coordination, and ensure that technical capacities are in place

  • Program Monitoring, Evaluation, Accountability and Learning: Guide the implementation of MEAL to strengthen the impact of the DRC’s program in Uganda

  • Grant proposals writing and reporting: Lead development of new grant proposals, through innovative approaches, ensure Grants Management System in managed accurately and quality reports are delivered on time

  • Program staff Management and Capacity Building: Manage program technical staff and develop staff capacities

  • Partnerships and Representation: Ensure increased and effective representation of Country

  • Program in working groups, coordination platforms, and Donor liaisons

  • Deputize the Country Director when required

About You

  • Minimum Masters degree in Development Studies, International relations, refugee studies, human rights, social sciences or related field

  • 8 years professional work experience in managing multi-sectorial refugee assistance program with INGOs or UN, international experiences particularly of East Africa is an advantage.

  • Proven record of managing and coordinating complex projects

  • Proven experience of working at a Senior Management level

  • Experience of liaison with Donors, particularly UN Donors, and evidence of strong negotiation skills

  • Excellent analytical, strategic and communication skills

  • Strong Computer literacy and Report writing skills

  • Strong interpersonal skills and demonstrated ability to establish effective working relations with the other team members and other stakeholders

  • Ability to work under pressure, culturally sensitive, and ability to work with minimal supervision

We offer

DRC will offer the successful applicant 12 Months contract, renewable dependent on both funding and performance. You must be available to start work by 1 April 2015 and be willing and able to work in Kampala and in Field Locations. For international applicants, please note that this position is categorized as un-accompanied duty station, accommodation in shared house is provided.

This position will be placed at level A7, and for Uganda applicants the position will be remunerated as per DRC Uganda salary and benefit policy.
