Global Health Corps (GHC) is a leadership development organization focused on building the next generation of diverse, disruptive global health leaders. Founded in 2009, we competitively recruit talented professionals (ages 21-30) from a range of sectors and backgrounds and place them in high-impact roles within partner organizations -- including Clinton Health Access Initiative, Partners in Health, Planned Parenthood Global, and Government Ministries in Zambia, Rwanda, and Uganda -- working on the front lines of health equity in Malawi, Rwanda, Uganda, the US, and Zambia.

About Placement Organization
For over 30 years, in nearly 100 countries, IntraHealth International has empowered health workers to better serve communities in need. IntraHealth fosters local solutions to health care challenges by improving health worker performance, strengthening health systems, harnessing technology, and leveraging partnerships.
IntraHealth has been working in Uganda for over 25 years. The current project, the USAID-funded Strengthening Human Resources for Health Activity, works to strengthen the capacities of ministries, districts, professional councils, and private not-for-profit organizations to better plan and manage the health workforce for improved health outcomes. This is achieved through three main result areas:
- Increased and equitable recruitment, deployment, and retention of health workers
- Improved health worker performance at all levels
- Improved pre-service training to meet the needs of Uganda
Position Overview
The Health Worker Performance Management Officer will be based in Kampala and will work with the Senior Advisor for Performance Management (PM) on the second result area of the project, which focuses on enhancing the productivity and performance of the health workforce so as to improve the quality of health services. The Officer will work with the whole PM team, but with special focus on strategies implemented to reduce absenteeism in the health sector, which is currently estimated at 52%. This high rate contributes to reduced access to health care, heavy workloads for the few available health workers, de-motivation, and poor quality of care due to fatigue. The underlying causes of absenteeism include absent or weak leadership and management, low pay, lack of accommodation close to the workplace, poor relationship with the community, safety issues, and poor attitude to work.
The Officer will contribute their expertise and creative innovation to health worker motivation and absenteeism reduction. They will work with the informatics team to assess and improve upon existing computer-based systems for monitoring absenteeism, and use the data availed to document best practices and generate solutions. The individual will work with the PM team on developing innovative motivation and retention strategies for health workers, especially in rural and hard-to-reach areas.
Responsibilities
- Support the Senior Advisor – PM to develop innovative motivation and retention strategies for health workers, especially in rural and hard-to -each areas
- Support the PM team and work with the informatics team to assess and improve current approaches to monitoring and reducing absenteeism, including computer-based systems and other innovate new approaches
- Analyze absenteeism data and document progress, processes, and strategies
- Work with the monitoring and evaluation team to ensure that absenteeism –related data is being properly captured and reported for project results
Required Skills and Experience
- Experience implementing HR leadership and management or organizational development
- Applied skills and experience in data quality analysis
- Excellent communication and leadership skills
- Relative and flexible in planning and implementing activities
- Conceptual thinker with excellent organizational skills, time management skills, and attention to detail
- Willingness to travel within the country
- Possesses IntraHealth core competencies: innovation, accountability, service excellence, interpersonal relationships
- Computer literacy in MS office applications including Word, Excel, PowerPoint, Outlook
Preferred Skills and Experience
- Graduate degree in public administration, public policy, organizational development, management, business, public health, or social science field related to human resources for health
- Familiarity with the Uganda health care system, the Ministry of Health, district government, and other development organizations in Uganda is a plus
- Experience implementing or managing Human Resources Health (HRH) or related activities in Uganda, including involvement in several of the following areas: HRH Performance management, HRH assessment, workforce policy and planning, human resource development and management, leadership development, delivering or evaluating education for health professionals
- Clear commitment and record of achievement in building the capacity of local partners
- Experience with open-source software packages
Fellowship Logistics
During the fellowship year, all fellows are provided with:
- A living stipend of $550/month
- Housing and utilities
- Health insurance
- A professional development grant of $600
- An award of $1500 upon successful completion of the fellowship year
- Travel costs covered to and from placement site, training and retreats
*Note: The living stipend and the completion award may be paid out in USD or local currency, as determined by the placement organization.
Living and Working in Uganda: Fellows are provided with housing and utilities during the fellowship year. Housing arrangements vary based on the placement organization and location within the country. Housing for fellows at IntraHealth will be arranged at or near the placement site in Kampala, an urban center. Fellow should be open to travel within Uganda.
