Chemonics seeks a chief of party for the anticipated USAID Institutional and Systems Strengthening Activity in Uganda. The project aims to build the capacity of key partners and systems by strengthening public and private institutions to better fulfill their mandates and roles in the marketplace. The chief of party will provide overall leadership, management, and general technical direction. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Lead and build coalitions among diverse stakeholders and partners through innovative, sustainable, and tailored initiatives
  • Coordinate and communicate a common vision in line with project objectives
  • Provide overall administrative leadership and serve as the primary driver on strategic, managerial, and technical matters
  • Serves as the key liaison between USAID/Uganda and all other counterparts and implementing partners, including senior government officials, private sector leaders, and domestic and international stakeholders
  • Ensure coherence, consistency, quality, and timely delivery of contract deliverables and results; lead annual work planning process; supervise work plan implementation; and manage progress toward achieving project objectives
  • Oversee monitoring and evaluation, report on targets and achievements, and ensure that interventions accurately and professionally reflect project objectives
  • Identify and report on issues and risks related to implementation in a timely manner

Qualifications:

  • Advanced degree in public administration, business, economics, finance, or other relevant field
  • Minimum five years of experience in a senior leadership role, preferably as a chief of party or deputy chief of party, for a complex donor-financed project, preferably USAID
  • Technical and management experience leading and overseeing institutional strengthening and private sector development programs
  • Demonstrated expertise in institutional strengthening, public-private partnership facilitation, capacity building, agriculture, or trade preferred
  • Demonstrated ability through previous experience to establish and maintain productive working relationships with host government and a wide network of partners and stakeholders in institutional strengthening, agriculture, private sector development, or policymaking desirable
  • Experience working in East Africa preferred; experience in Uganda a plus
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English; strong interpersonal, writing, and oral communications skills
