Global Health Corps (GHC) is a leadership development organization focused on building the next generation of diverse, disruptive global health leaders. Founded in 2009, we competitively recruit talented professionals (ages 21-30) from a range of sectors and backgrounds and place them in high-impact roles within partner organizations -- including Clinton Health Access Initiative, Partners in Health, Planned Parenthood Global, and Government Ministries in Zambia, Rwanda, and Uganda -- working on the front lines of health equity in Malawi, Rwanda, Uganda, the US, and Zambia.

GHC is seeking fellows from a wide range of backgrounds, geographies, and expertise. Through a one-year paid fellowship program, fellows provide the expertise and leadership potential needed to fill capacity gaps in global health.

About Placement Organization

Guided by the belief that every individual deserves an equal opportunity to lead a healthy and whole life, LifeNet International (LN) improves the quality of health systems from the ground up. We are dedicated to health-systems strengthening. Through the framework of partnership with church-based health centers, we innovate and implement pragmatic responses to everyday health challenges facing the poor. We partner with churches as we have found that they provide more patients higher-quality care at lower cost than their counterparts: churches often operate networks of health centers as well as educational and religious facilities, making them powerful vehicles for community-wide change. LN multiplies the impact of this “by the community, for the community” system by making strategic investments in the human capital behind it.

In 2011, LN launched a Conversion Franchise Network to build the capacity of 10 church-based primary care clinics in Burundi, East Africa. We have since built the capacity of dozens of additional clinics in Burundi and is now focused on expanding our network to Uganda. The goal of this initiative is to improve clinical performance by 50% within the first 12 months of partnership, across all core functions ranging from nursing care to financial management. We impact our clinic partners in four general categories: nursing basics, financial/management consulting, pharmaceutical supply, and loans for equipment.

LN aims to make significant and sustainable improvements in the health of Uganda’s poor through a clinical network of 10 health facilities in 2015. We want to replicate and improve upon the successes and lessons learned in Burundi, with a focus on establishing our medical training and management consulting programs with new partners in Uganda.

Position Overview

The Monitoring and Evaluation Officer will be based in Kampala and will work closely with LN management to develop a monitoring and evaluation (M&E) framework for our program in Uganda. Importantly, the Officer will recommend and implement health outcome metrics to measure the impact of our programs, focused on key outcomes, such as: reducing maternal, infant and child mortality; increasing sustainability; and improving access to quality medicines. One of LN’s strengths is M&E of current training programs and our existing tools help drive the implementation of clinical best practices. Building on that, the Officer will take the lead in establishing our M&E program in Uganda, through:

  • Piloting data collection and metric calculation with real data from our partner clinics
  • Recommending metrics to leadership
  • Leading strategic planning for building our M&E system, and implementing it

Part of the M&E strategic planning will also involve internal key performance indicators (KPIs) and measuring our processes to make sure we are as efficient and effective as possible.

Responsibilities

  • Assessment of current M&E systems, including internal KPIs as well as program impact measurements in Burundi and development of plans to implement and improve those systems as needed in Uganda
  • Data collection, metric calculation, data management, and presentation for leadership
  • Roll out an evaluation system to measure LN’s impact on our key health outcomes
  • Develop a strategic plan for LN Uganda M&E, in collaboration with management
  • Implement approved M&E strategic plan
  • Utilize Salesforce customization to create an M&E database

The fellow will report directly to the Uganda Country Director on a weekly basis to deliver project updates, discuss successes and challenges, and collaborate with LN team members as would be helpful to develop their assignment. Performance feedback will be given at each stage of the operation.

Required Skills and Experience

  • A solid knowledge of, and experience in data collection, complex data analysis, and presentation
  • Ability to analyze complex organizational problems, identify innovative solutions, and engage others to implement solutions, preferably in a limited-resource environment
  • Proficiency in Microsoft Office, including an excellent working knowledge of data analysis and graphic representation in Excel and other statistical packages
  • Perform in a highly-independent entrepreneurial environment, deliver strong results, and ask for help when needed
  • Willingness to work in Ugandan cultural and political environment, including sensitivity to LN clinic partners’ religious beliefs and contexts
  • Willingness to travel outside of Kampala to rural areas when needed (most of the work will be in Kampala, the capital)

Preferred Skills and Experience

  • A post-graduate degree in a related field such as public health, epidemiology, international development, economics, statistics or mathematics, business management or finance, with a strong research and statistical analysis component
  • Related data analysis, business or management experience
  • Experience developing or analyzing health outcome metrics
  • Salesforce experience

Fellowship Logistics

During the fellowship year, all fellows are provided with:

  • A living stipend of $550/month
  • Housing and utilities
  • Health insurance
  • A professional development grant of $600
  • An award of $1500 upon successful completion of the fellowship year
  • Travel costs covered to and from placement site, training and retreats

*Note: The living stipend and the completion award may be paid out in USD or local currency, as determined by the placement organization.

Living and Working in Uganda: Fellows are provided with housing and utilities during the fellowship year. Housing arrangements vary based on the placement organization and location within the country. Fellows placed at LifeNet will be provided with housing in Kampala, an urban center and capital of Uganda.
