  1. Specification of the assignment

The assignment is to replace the Uganda Country Manager for ICCO Cooperation during her absence from February 2020 to July 2020.

The Country Manager is responsible for the smooth running of in country teams and programs, and brings specialist skills and knowledge relating to ICCO themes. The Country Manager also doubles up as Program Manager, and is responsible for implementing programs, strategic planning, supporting operations, developing business, fundraising and establishing and enhancing relations with local partners/donors within Uganda.

1. Program Implementation

Program Direction

  • Keep up to date with the Political Economic Social Technical situation of a country as well as program related developments and incorporate these developments into reports, and (strategic) plans.
  • Keep the reporting up to date; analyse the outputs of each program and reflect the outcome in terms of planned versus achieved in annual reports and annual plans

Program execution

  • Implement programs with our without partners. Manage the context, operational- organisational and project management and evaluate whether the program is effectively and efficiently implemented and in line with ICCO policies and strategy.
  • Manage the program portfolio in the country
  • Collaborate with donors and partners that support ICCO program(s) and see to it that there is a common understanding on project outputs/outcome.

2. Program Monitoring

  • Develop clear annual work plans and budgets per program.
  • Continue to check budget vs expenses vs output and impact in the proposal and work plans and approve payment within mandates
  • Analyze the relation (check and balance) between logframe and project financial report.
  • Inform the regional manager immediately on cases of fraud and/or corruption or over -/under spending more than the norm, affecting the program results.
  • Ensure that project/program reports are delivered on time and are of good quality, according to ICCO standards.
  • Build capacity of program staff/partners where needed for improved quality outputs of programs.
  • Keep good relations with donors and write timely reports to donors and ICCO.

3. Representation/Networking/Fundraising Establish contact with representatives of INGOs and funding institutions based in the country; participate and represent ICCO in networks where relevant;
Represent ICCO at government functions: upkeep contacts with the relevant ministries and local authorities;
Assist the communications department with information on project and campaign issues and visits of volunteers, press and benefactors etc.
Establish fundraising opportunities for ICCO and develop proposals in conjunction with the RO and or the GO;
Actively promote and brand ICCO initiatives wherever appropriate and possible;
Capture results of the programs and program data in PROMEVA.

4. Country Office Operation

Finance

  • Ensure that ICCO finance policies are being implemented;

  • Act as a signatory to the country office bank accounts;

  • Approve payments related to the operational budget and ensure

timely submission of quarterly / annual reports (signed off) and budgets;

  • Monitor in close collaboration with the Regional Office the annual budget spending in relation to the approved annual budget; Assist in audits of country finances and programs.

Legal Affairs

  • Ensure that ICCO works within the legal framework and abides by the rule and regulations of the country (including but not limited to tax and statutory deductions).

Human Resource

  • Create a conducive working environment and keep staff up to date on the organizational developments;
  • Liaise with Regional HR and keep policies (manuals) up to date and in line the country laws and regulations;
  • Conduct performance appraisals of staff under responsibility in line with ICCO’s policy;
  • From own practice formulate advice for improvement of performance of the country office team and organizational improvement (on quality management and knowledge management);
  • Ensure staff and visitors safety and keep RO informed about safety and security as well as maintain the country safety manuals;
  • Develop country strategic plan and implement the plan.

Other responsibilities

  • Perform other duties as relevant for the programmes department (e.g. give input to policies, provide strategic advice on programmes, provide feedback on annual plans or reports, contribute to fundraising efforts etc. ).

  • Manage country security matters ensuring to update the security plans
