Context and Scope
The project “S*trengthening Social Cohesion and Stability in Slum Populations”* is a three and a half year’s initiative being implemented by International organization for Migration (IOM) with AFFCAD as an implementing partner working with the youth. The project is funded by the European Union for a period of 42 months. The project implementation focuses on 4 slums in Kampala namely; Bwaise, Kisenyi, Katwe and Kabalagala.
The overall objective of the project addresses the root causes of inter-communal conflict in slum populations by addressing sources of grievance and by strengthening community cohesion around shared development assets. The specific objective is to provide employment opportunities and basic local services, as well as preventing conflict in marginalized communities in urban slums of Uganda. IOM Uganda is working with Uganda Police Force to strengthen and build capacity of police personnel on countering violent extremism, community policing and Human Rights best practices in Uganda to strengthen social cohesion.
In line with the above Project objective IOM seeks to engage a consultant to design, develop, update and include the Violent Extremism, radicalization leading to Terrorism (VERLT) & Human Rights based practices training courses in the Uganda Police Force training curriculum.
This will be in collaboration with Uganda Human Rights Commission, Uganda Police Force Human rights, Human Resource development, community policing & Counter terrorism directorate.
Scope of Work:
Design & develop a curriculum including a manual on Prevention & countering of Violent Extremism for the Uganda Police force through using international and Human Rights based approaches to be included in the UPF training curriculum.
Conduct desk review, key informant interviews and dialogues with relevant stakeholders.
Provide technical leadership to the steering technical committee.
Validate the curriculum with the involvement of the stakeholders (government officials, JLOS, private sector, civil society et-la).
Prepare M&E tools.
Disseminate the PVE curriculum to IOM.
Prepare and deliver final documents (curriculum manual, training workbook, reports) to IOM.
Final Deliverables
· Training curriculum manual
· M&E tools for carrying-out dissemination trainings for senior police officers at the police training academies.
· Design and Develop a training workbook with current VERLT & Human Rights based techniques.
· Final project report as per the scope of work.
Timeframe
This assignment will take three months (January-March 2020). The assignment will be for a total of 60 working days.
Qualification
· A post-graduate degree or equivalent in criminology, Human Rights, Humanitarian Law, Political Science or any relevant discipline.
Experience
· 5-7 years working in areas of Counter terrorism, Human Rights with relevant Police or Military experience.
· Experience in security curriculum development.
· Experience in different training methods.
· Demonstrated knowledge and experience in conducting needs assessment, developing training modules & curriculum.
· Relevant regional and international experience.
· Experience working in East Africa will be an added advantage.
· Excellent writing and communication skills.

Payment breakdown
30% on signing the contract and submission of an inception report that includes methodology and work-plan.
20% on completion of a draft report on desk review, key informant interviews and dialogues with relevant stakeholders.
40% on completion of draft P/CVE training manual, M&E tools to guide the PVE curriculum dissemination trainings.
10% upon submission of training materials, curriculum manual and final reports.
