GLOBAL PROGRAM MANAGER
Location The Hague for 36 hours
Maternity coverfrom 18 November, 2019 to 30 April, 2020
Reporting to the Manager Humanitarian Team of Oxfam Novib
Oxfam obtained an extension of 2 years to the program ‘Empowering Local and National Humanitarian Actors’ (ELNHA), after a first 3 years of implementation (2016-2018).
ELNHA’s program’s ambition is to strengthen local capacities and empower capable local and national humanitarian actors to play a leading role in humanitarian work in their country. It concerns a multi-country and multi-million program being implemented in Bangladesh, Uganda and at the international level.
Oxfam is looking for an experienced Program Manager for a maternity cover, who is able to effectively manage teams remotely, and that ensures that the entire project is delivered on time, to high quality and in compliance with donor requirements.
The Program Manager provides a functional management steer to the Project Team that consists of:
- Global Team, partly based in The Hague : 1 MEAL officer, 1 Policy Lead, 1 Finance Coordinator;
- Uganda : 1 Project Manager (Oxfam Novib);
- Bangladesh : 1 Project Manager (Oxfam Great Britain);
The program aims to achieve three objectives. First, strengthen the capacity of local and national humanitarian actors, so they are equipped to lead humanitarian action in their countries. Second, give local and national humanitarian actors the voice to create a strong domestic humanitarian agenda by giving them the opportunity to design and implement quality humanitarian programs. Third, create more space for local and national humanitarian actors by influencing other international NGOs and donors to contribute to this systemic change.
Maintasksand responsibilities
- You are responsible for managing ELNHA’s implementation and financial management in a successful, timely and quality manner. You are accountable for the programme budget;
- You are responsible for developing and implementing, together with the Project Team, realistic work plans and will ensure good communication within the Project Team ;
- You are responsible for managing the Project Team’s human resources efficiently and for the knowledge sharing and synergy between the employees and the program;
- You are responsible for monitoring and reporting on achievement of agreed outcomes and targets.
- You will ensure content and financial progress reports are of good quality and comply with Oxfam’s standards and the donor’s expectations and requirements. You will coordinate the production and consolidation of narrative and financial reports and audits;
- You coordinate the required input from other parties involved in the program such as Oxfam Novib’s Country Office in Uganda, Oxfam Great-Britain’s Country Office in Bangladesh, local and national actors and other stakeholders;
- You coordinate cross-learning between Uganda, Bangladesh and the global level and institutionalise harmonised best practices and produce documentation of evidence and learning;
- You contribute to fundraising for related projects;
- You encourage the development of innovative ways of working and mechanisms which promote delegated decision-making, leadership and autonomy to local humanitarian actors in a way that these are replicable in Oxfam and the humanitarian sector;
- You network with other international agencies involved in the local leadership agenda in order to share learning, increase effectiveness and contribute to influencing.
Required skills and experience :
- Masters degree in a relevant field;
You can demonstrate 5 years experience in managing complex international projects/programs;
Demonstrated ability to work under pressure, prioritise, meet deadlines, and hold self and others to account;
Proven analytical, strategic planning, project design, project cycle and financial management skills;
Sound understanding of monitoring, evaluation, accountability and learning (MEAL) principles and practice ;
Proven people management skills, with experience in managing multi-disciplinary teams, supporting and coaching individuals from diverse cultural and linguistic backgrounds;
Strong communication and influencing skills, with proven ability to build relationships with a diverse range of local, national and global stakeholders;
Have experience in working with institutional donors and fundraising ;
Experience with advocacy approaches and affinity with promoting local leadership;
Understanding of international humanitarian aid systems and agencies, and the roles and responsibilities of local and national actors in humanitarian response;
Awareness of humanitarian sector quality standards and codes such as the Core Humanitarian Standards, NGO/Red Cross Code of Conduct, SPHERE and Oxfam International polices and best practice;
Willingness and ability to travel to Bangladesh and Uganda;
Fluency in English, both verbal and written.

Oxfam Novib is committed to providing you with a competitive, fair, and comprehensive pay and benefits package that is justifiable to our donors. The salary range for this position is set in scale 10 with a salary range between €3.101,- and € 4.772,- gross based on 36 hours a week.
