JOB OVERVIEW:
This position is mainly responsible for the design, supervision and management of all constructions, repairs and rehabilitations of all infrastructure in the field in compliance with IRC and donor regulations, as well as standards set by the Government of Uganda’s Ministry of Works. This position will support all programs and operations departments requiring constructions, repairs and rehabilitation of infrastructure.
SPECIFIC DUTIES AND RESPONSIBILITIES
Planning, Design and Costing
· In close collaboration with the Programs and Supply Chain, plan for the construction, repair and rehabilitation of all infrastructure (both permanent and otherwise) required.
· Prepare architectural design in compliance with Government of Uganda standards, and adjust technical drawings and Bills of Quantities (BOQ) for required constructions to guide procurement of construction services.
· Provide engineering inputs for all construction infrastructure being implemented, including selection of materials, equipment and manpower requirements of assigned projects.
· Ensure that all IRC constructions designs are approved in a timely manner by the District Engineers’ Office.
· Review existing plans for accuracy and quality – and where possible suggest technical changes that enhance general quality and timeliness of delivery.
- Check technical specifications and details in proposed BOQs of assigned projects and advise the Supply Chain management during bid analysis and award processes.
· Advise on good project management and construction practices
· Advise on good environmental practices and controls during construction and mitigate environmental impacts of the works
Supervision and Compliance
· Supervise all construction contractors, ensuring that they complete constructions in a timely manner, ensuring adherence to IRC and donor guidelines.
· Support and liaise with IRC contractors, and the District Engineer to ensure that all constructions are of good quality and adhere to specifications as per approved plans.
· Follow up to ensure that quality materials are delivered/used on site (concrete, aggregates, cement, reinforcement bars etc) and report to the supervisor as needed.
· Ensure that all constructions are in compliance with IRC Safety policies and procedures, ensuring site safety and hazard assessments at all times.
- Supervise contractors on formwork, reinforcement fixing and concrete casting works and advise them promptly.
· Oversee the execution of the work, including quality control, ensuring that construction is done to job specifications, time and details
- Identify any errors and potential problem at sites and work to prevent these from escalating.
· Ensure that all construction contractors adhere to IRC’s and donor’s Code of Conduct, including Safeguarding, fiscal integrity and adherence to protection of beneficiaries from exploitation and abuse.
· Verify completion and standards by signing completion certificates
Reporting
· Evaluate change requests and advise the Country Director on all change orders, ensuring that these are genuine and unavoidable.
· Prepare detailed weekly reports, detailing progress of construction, repair and rehabilitation work ensuring that all constructions are progressing according to approved work plans.
· Prepare a bi-annual contractor performance report (CPR), including recommendations to IRC’s management.
· Represent IRC in all District Infrastructure Coordination meetings, ensuring that the IRC is presented in the best possible light.
Key Working Relationships:
Position reports directly to: Field Manager with a dotted line to the Supply Chain Officer**
Position directly supervises:** None
External: Ministry of Works, District Engineer’s Office (DEO), all infrastructure coordination foras.
Internal: Field Leads, Program Leads, Supply Chain Managers, IT staff, Finance and Admin staff.
REQUIREMENTS/ QUALIFICATIONS:
Education
· BSc. degree in Engineering or equivalent technical experience
· Excellent knowledge of design and visualizations software such as AutoCAD
· Demonstrated knowledge of cost control, cost reporting and project schedule management
Experience
· Minimum of 8 years of construction experience in mechanical, civil and/or structural engineering disciplines;
· Proven working experience as a Project Engineer
Skills and Abilities
· Advanced Computer Skills (Word, Excel, Power point, Databases),
· Familiarity with Uganda’s rules, regulations, best practices and performance standards for health infrastructure
· Ability to work with multiple disciplinary projects
· Project management and supervision skills
· Decision making ability and leadership skills
· Time management and organization skills
· Willingness and ability to work a 12-hour day/night shift, 7 days a week on a rotational basis in a remote location
· Excellent command of English is an asset
