JOB CONTEXT :

Between 2009 and 2013, Humanity and Inclusion (HI) was present in Uganda implementing Mine Risk Education activities. These activities concluded in 2013 when Uganda was declared free of mines in 2012.

In October 2017, HI launched its new programme directed at the refugee response in Arua District, West Nile region. HI is currently implementing psychosocial support services, community-based rehabilitation, protection of persons with specific needs, and disability inclusion. These actions are implemented in Omugo Settlement, the extension of Rhino Camp Settlement where most new refugees are being settled, and Imvepi Settlement. HI is now expanding it’s rehabilitation project under BPRM funding from September 2018, in consortia with Medical Teams International (MTI) to cover all three settlements in Arua District (Omugo, Imvepi and Rhino).

In January 2019, HI is launching an innovative project under DFID funding under the Global Disability Innovation Fund: 3D Printing through Emergency Tele Rehab Access (3D-PETRA) which will bring appropriate, life changing orthopedic devices to people in need in Arua District. HI also will launch an Inclusive Education project in West Nile, as well as expand to the Congolese Refugee Response in Southwest Uganda to deliver MHPSS services under ECHO funding.

These actions comprise the four components of HI’s Uganda Refugee Response Strategy. The total mission portfolio is 2.3 million EURO, implemented by a staff of over 50 and 20 volunteers.

YOUR MISSION:

With the rapid expansion of HI Uganda’s mission over the past 1,5 years, the demands on the Logistics Department have become increasing more complex, particularly in the Arua field office. This situation, in combination with low capacity levels among national staff related to Logistics, lack of training on HI procedures, and overall demands by the programme teams due to rapid expansion requires a dedicated Log Support for 3 months to provide adequate technical inputs, training and importantly oversight on the Logistics procedures and requirements. This situation was a key recommendation by the recently concluded internal Logistics Audit conducted by the HI Regional Log Referent in September 2018.

Due to various anticipated changes within the Logistics Department in Arua, the Log Support should be prepared to pay a Managerial role in addition to the responsibilities below.

You are based in Arua, under the responsibility of the Field Coordinator and the Finance Logistics Manager at the Coordination.

As Logistics Support, your main duties are:

  • Steering the field office’s logistics management

  • Planning and guaranteeing efficient supply chain management

  • Supervising the management and use of the vehicle fleet and other means of transport in compliance with internal regulations and the security plan

  • Managing equipment and storage

  • Managing/overseeing the management of general services (expatriate staff accommodation, offices and facilities)

  • Participating in the analysis and implementation of the field’s security rules

  • Managing the program’s logistics team

  • Reporting

YOUR PROFILE :

  • You hold a Bachelor degree in Logistics, Business Administration

  • You have at least 2 years’ experience in NGO as Logistics

  • You have a strong experience in the related field (min. 5 years)

  • You have strong knowledge of all support services procedures

  • English speaking skills are mandatory (oral and written skills)

  • You have a strong ability in team management with a focus on the capacity and autonomy building

  • You have a high capacity to organize your work and manage priorities

  • A knowledge of support services procedures of Humanity & Inclusion is preferable

  • You have strong interpersonal and intercultural skills

CHARACTERISTICS OF THE POSITION :

  • HI’s Head Office is in Kampala, and field operations are based in the office in Arua Town.

    In May, HI will set-up a deep field station in Omugo settlement were field staff will reside and operate.

  • Arua is considered a relatively safe city, with few options for entertainment, sports and health facilities. HI has a field office in the town and a guest house in the suburbs of Arua, and a sub-base (accommodation and office) in the Omugo refugee settlement where the field staff is located.

CONDITIONS:

  • Startingdate: February, 11th 2019

  • Lengthof thecontract: 3 months**

  • Employee status, according to experience :

  • Salary from 2031 € gross/month regarding the experience of the candidate

  • Perdiem : 467 € net/month

  • Hardship allowance : 250 € net/month

  • Insurances : medical hearth coverage, retirement planning, repatriation

  • Paid holiday : 25 days per year

  • R&R : 5 days every 3 months

  • Status : this position is unaccompanied

  • Housing : Collective taken in charge by HI
