ORGANIZATIONAL CONTEXT

This position is responsible for supporting offices in the country operation in the roll-out of the Education Strategy. This will entail maintaining close contact with the offices within the country and the regional office on the overall education policy direction of UNHCR, on monitoring and assessing impact, on provision of external technical assistance, and on liaising with partner agencies. In exercising these responsibilities, the post oversees the development of strategies to address particular situations arising from different contexts in the field, as well as provision of technical advice and support (on early childhood, learning achievement, accelerated learning programmes, secondary education access, etc.) to all education staff and other staff with management responsibilities in education, and as needed to those representing education issues on behalf of UNHCR, including senior management. The incumbent is normally supervised by the Assistant or Deputy Representative.

WITH UNHCR STAFF: To provide technical advice and support on the education strategy. The incumbent will ensure that consistent and technically sound advice/recommendations are given in the country operation, including through drafting of guidelines and specialised training of staff. He/she will also ensure active exchange of information and best practices among offices in the country. The incumbent must be an authority on technical issues relating to education and will also provide specialist advice for other sectors such as shelter and water and sanitation as relates to the Education sector. He/She will foster and ensure inter-sectoral linkages with child protection, SGBV, gender, community services, livelihoods and health, among others. The post acts as focal point/coordinator/advisor for staff at all levels in country offices, including senior management. Discussions on policy and strategy are held primarily with the Senior Regional Advisor (Women and Children) and the Regional Director, with a strong information exchange line with the Senior Education Advisor and the Education Unit in Geneva Headquarters.

WITH EXTERNAL PARTIES: To provide technical advice to and advocacy for States and international organisations in order to promote implementation of the Education Strategy. The post is responsible for liaison, negotiation, and ongoing inter-relational issues with interlocutors at senior levels on matters of education in the context of the rollout of the education strategy. This includes coordination with global education networks and keeping abreast with international developments in education, including representation with international and regional organizations through, for example, UNICEF, UNESCO, the Global Partnership for Education and the Inter-Agency Network for Emergency Education. Representation with NGOs, academic institutions, and the private sector is also a priority. The post is regularly called upon to train staff and partners, including Government authorities, to provide/negotiate drafting advice, to give presentations, to participate as a member of expert groups on education, to represent UNHCR and to ensure UNHCR's direct involvement in numerous settings designed to promote increased access to quality education.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

  • Graduate degree (equivalent of Master's) in Education or a related field plus minimum 8 years of previous work experience in progressively responsible functions in education. Undergraduate degree (equivalent of a BA/BS) plus 9 years or Doctorate degree (equivalent of a PhD) plus 7 years of previous relevant work experience may also be accepted. At least 8 years of experience in progressively responsible functions in education.
  • Familiarity with INEE standards and implementation.
  • Training and coaching skills/facilitation of learning.
  • Knowledge of refugee protection principles and framework.
  • Good knowledge of the UN system, its operational procedures and exposure to provision of support services in an International Organization.
  • Excellent computer skills and knowledge of MS applications.
  • Excellent drafting and writing skills.
  • Knowledge of English and UN working language of the duty station if not English.

DESIRABLE QUALIFICATIONS & COMPETENCIES

  • Knowledge and experience of UNHCR programme assistance and/or public information;
  • Experience working in education in refugee settings;
  • Experience with educational research, teaching or education administration;
  • Experience in the area of child protection;
  • Demonstrated expertise in community services, community development/organization, social work, social surveys/ assessment, counselling, or related areas;
  • Exposure to UNHCR specific training/learning activities; and
  • Knowledge of additional UN languages.
