Uganda: Individual Consultancy on developing a Partnership building approach and a Resource Mobilization concept for SDG 6 forGWP

1.Background

Water is essential in the future development agenda for Uganda. Water is key element in sustainable socio-economic development such as in agriculture/food security, energy, health, education, environment and industry. Proper water resource management is the basis for water security and sustainable development. It also plays a great role in enhancing climate resilience. However, Uganda has several challenges in sustainably managing its water resources.

Global Water Partnership Eastern Africa (GWPEA) a partner of the Nile Basin Initiative through the Uganda Water Partnership in collaboration with the Ministry of Water and Environment, are working together to develop a Partnership and Resource Mobilization (PRM) approach for SDG 6. The approach will consider the roles of partners in achieving the various targets, identify potential partners with interest in supporting specific targets. The partners will be engaged to ensure that they are part and parcel of the PRM strategy for SDG 6. Furthermore, the strategy to be developed will be informed by the baseline assessment which is currently underway through the task teams for the six targets. The targets include:

6.1 Achieve universal and equitable access to safe and affordable drinking water for all

6.2 Sanitation and Hygiene: Achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations.

6.3 Waste water and Water quality: Improve water quality by reducing pollution, eliminating dumping and minimizing release of hazardous chemicals and materials, halving the proportion of untreated wastewater and substantially increasing recycling and safe reuse globally

6.4 Water Use and scarcity: Substantially increase water-use efficiency across all sectors and ensure sustainable withdrawals and supply of freshwater to address water scarcity and substantially reduce the number of people suffering from water scarcity.

6.5 Integrated Resources Management: Implement integrated water resources management at all levels, including through transboundary cooperation as appropriate.

6.6 Water related Ecosystems: Protect and restore water-related ecosystems, including mountains, forests, wetlands, rivers, aquifers and lakes.

2.Objective of the assignment

The overall objective of the assignment is to develop a Partnership building approach and prepare a targeted resource mobilization concept for SDG 6. The partnership building approach will be a key document to engage with the various partners on SDG 6 and water related SDG’s in the future.

This assignment will be output-based and has the following objectives:

· To undertake a rapid situation analysis of the SDG architecture in Uganda and get the necessary information useful for designing the partnership approach on SDG’s;

· To map out all partners (development partners, public-private- CSO’s, I’NGO’s, research and academic institutions) intervening and supporting SDG 6 and water related SDGs;

· To organise meetings with officials in targeted institutions (government) and several partner organisations to identify their roles and responsibilities in achieving the SDG-6 and other targets;

· To make a critical analysis of the country’s priorities (NAPs, NDCs etc.) and how they contribute to SDG 6 and water related SDGs.

· To prepare a resource mobilisation concept targeting one or more of the potential funders.

3.Tasks to be undertaken by the consultant

The following is the scope of work:

  1. Undertake a rapid Situation Analysis of partners who are in sync with the country’s development agenda (should include learnings from internal-external SDG-PF stakeholder discussions and GEMI-Global Expanded Monitoring Initiative);
  2. Develop a SDG-PF stakeholder mapping (identify potential partners in the project including development partners, Ministries, Development Finance, Private Sector, Foundations etc.
  3. Undertake a rapid Needs Assessment to identify available resources and gaps
  4. Undertake an analysis of the institutional arrangements within the SDG 6 framework and the water related SDGs (e.g. describe who does what (implementation, financial flows)
  5. Synthesize the main country priorities (NAPs, NDCs etc.) and how they contribute to SDG 6 and water related SDGs. These are key priorities to be incorporated into the resource mobilization concept

4.Reporting and Deliverables

The consultant will report to the Programme Manager, GWPEA. During the execution of work, the consultant will intensively interact with the Ministry of Water and Environment (MWE)- the SDG 6 focal point and the Uganda Water Partnership among others.

The following deliverables are expected from the consultant

  1. An inception report highlighting how the consultant intends to approach the task

  2. A draft report of the proposed partnership approach and draft resource mobilisation concept.

  3. A final report of the partnership approach and resource mobilization concept.

6.Duration of the Task

The duration for this consultancy work will be for 8 days commencing from the date of signature of the contract. The distribution of days will be between 21st and 30th December 2018. The consultant will propose actual dates.

7.Qualification & level of Experience required for the assignment

This assignment requires an individual consultant who has a good understanding of water resources development and management in Uganda, and sound knowledge of policy, regulatory and institutional frameworks for water resources development and management. He/she should be ready to carry out the assignment with immediate effect. The individual consultant must have at least a Master’s Degree in Water Resources Engineering/Management, Hydrology and Natural Resource, Environment or related water field. The consultant must have experience of more than 7 years working as professional or consultant in Water/Environment or Natural Resources Sector and having done similar work of designing a resource mobilization strategy. Previous experience in preparing SDG6 and or related documents is an advantage. The consultant is required to have proven knowledge of policy and economic analysis; Excellent drafting, communication and presentation skills, including high-level fluency in the English language and ability to transmit ideas and information in a clear and effective manner.
