- CHIEF OF PARTY
Location: Uganda
Reports to: Country Director
Amref is recruiting a Chief of Party (COP) for an anticipated 5-year USAID-funded Multi-sectoral Nutrition, Maternal and Child Health Activity project in Uganda. The activity purpose is to strengthen and improve government multi-sectoral leadership, including systems for Reproductive Maternal Neonatal Child Health (RMNCH) and Nutrition. It is expected to support the creation of an enabling environment for functional multi-sectoral RMNCH and Nutrition systems. The Chief of Party will play the leadership role and provide management responsibilities for the development and implementation of the project at country level. The management and coordination role will cover all project activities, staff, and leadership of the project to achieve sustainable results. The primary duties include, but are not limited to, the following:
Key Functions To provide overall technical and administrative leadership to the project implementation team, including development of strategies, budgets, work plans, monitoring and evaluation plans, reporting.
- Interact with USAID Mission as a major funding source in accordance with obligations defined by a cooperative agreement or a contact, and provide regular updates to ensure their timely awareness of progress or issues as they emerge or as demanded.
Ensure strong working relationships with implementing & technical partners and the Ministry of Health, including overseeing implementing partners and advice on technical issues.
Represent the project (or organization) and coordinate efforts with Ministry of Health, policy makers, and senior health experts, USAID implementing partners, WHO, and other relevant stakeholders to ensure successful project implementation, dissemination and institutionalization of results, including identification of lessons learned and best practices for external dissemination
To ensure programmatic compliance with USAID rules and regulations
Provide supervision to the project full time personnel, consultants, and subcontractors.
Ensure efficient function in administrative and financial procedures, and adequate internal controls processes.
Ensure to work closely with Amref country office leadership to ensure effective, timely and coordinated project implementation
Required Qualifications
- A Public health professional with an advanced degree (MD, MPH, PhD) or equivalent combination of training and experience in international development.
- At least 10 years of a demonstrated experience and track record showing progressive technical and management leadership of professional and non-professional personnel.
- Experience working in Uganda in in health system strengthening and/or support for health service delivery is strongly required
- Prior experience as a COP, Deputy COP or equivalent is required, especially working with USAID-funded health programs.
- Extensive experience preferred with building and maintaining effective partnerships and leveraging resources with development stakeholders.
- Strong organizational, communication and representation skills are required.
- Demonstrated ability to cooperate with host country governments and international partners in implementing multi-intervention health development projects.
- Strong oral and written communication skills, including substantial presentation experience to high-level audiences (policymakers, program managers, donors), as well as experience in facilitation and small group process.
