Position Title
Field Security Officer – Response and Analysis
Job Summary
The Field Security Officer – Response and Analysis (FSO-RA), under supervision of the Regional Security Manager (RSM) is mainly responsible for providing direct assistance to CARE Country Offices (COs) to supplement in-country capacity with a priority on High Risk COs. This will include but not be limited to covering CO security management gaps on a temporary or extended basis, supplementing CO security management teams during periods of high and/or intense activity, building capacity of the CO to manage security and providing analysis of specific events, groups or situations that have security implications for CARE.
S/he will work in conjunction with sub-regional FSOs, Country Office Safety and Security (SS) Managers (SSM), Advisors (SSA), National Security Officers (NSO) Focal Points (SSFP) and Country Directors (CD) in ensuring a consistently acceptable standard of risk management to minimize the likelihood and impact of potential threats. The FSO-RA will be based in their country of current residence and is subject to deployment to any location in Africa, including volatile locations, for extended periods.
Responsibilities and Tasks
Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (limit responsibilities to five). Employees who supervise other regular employees on a continuous basis must have staff management as the number one job responsibility. All managers are required to adhere to CARE’s management standards: setting direction, coaching & developing, promoting wellness & safety, practicing & promoting compliance, and modeling gender equity & diversity. The general rule of thumb for percentage of time for management of others is 5% per direct report. Example: If a supervisor has six direct reports then at least 30% of his/her job should be allocated to supervising those employees.
20 % of time Job Responsibility #1:
Capacity Building and Training:
· Enhance CO national capacity to manage safety and security.
· Enhance a culture of ownership for safe and secure operations by all levels of staff.
· Provide relevant safety and security training.
30 % of time Job Responsibility #2:
Cover security management gaps at CO:
· Deploy to fill security management gaps in CO’s where and when needed.
· Supervise in-country SSFPs.
· Ensure SS protocols are followed and respected by all staff members especially with regard to travel, medical and personal safety.
· Act as the primary security focal position in the CO
· Advise CO Senior Management Teams on risk management strategies
· Develop and implement security plans to maintain acceptable standards.
· Maintain and update the SSMP, inc SOPs and CPs
20 % of time Job Responsibility #3
Supplement existing CO security management:
· Deploy to CO on a temporary or part-time basis to supplement existing security management capacity during a period of high or intense activity.
· Act as the primary security focal position in the CO
· Advise CO Senior Management Teams on Risk or incident management strategies
· This may or may not involve supervision of CO security staff.
10 % of time Job Responsibility #4:
****Critical Incident Training and Management****
· Provide CSU approved Critical Incident Management Training.
· Assist in emergency evacuation in any of the CARE offices if in potential danger.
· Advise CO SS staff and CDs on appropriate action during a critical incident.
· Assist in investigation and after action reports of SS incidents where any CARE member may be involved.
15 % of time Job Responsibility #5:
Operational analysis:
· Produce high quality analysis of events, groups or situations that have security implications for CARE in Africa.
· Contribute to CSU reports and other products.
· Provide briefings to CO and Regional senior management.
5 % of time
****Job Responsibility #6:****
· Other safety and security related tasks as assigned by the RSM or designated supervisor.
Problem Solving
There are three levels of problem-solving: 1) What has to be done and how to do it are clearly defined, and the incumbent will face identical or similar problems on a regular basis; 2) What has to be done is known, but how to do it is not defined. The incumbent must use interpolative skills to pick and choose the right strategy to address a given problem; and 3) Why things are done is known, but what has to be done and how to do it are not defined. Situations are variable and the incumbent’s response will involve analysis, problem definition, development of alternatives, and making recommendations. He or she will face and address problems that are typically non-recurring.

Any unusual or unforeseen requirements will be addressed to the RSM who will work with the FSO-RA to resolve them.
2) For Critical Incident Management, the FSO-RA will assist based on clear guidelines and procedures and follow the direction of the RSM, Security Advisor, Security Manager or SSFP and the CD as applicable
Qualifications (Know-How)

Required· Bachelor's degree with specialist technical training in security analysis, reporting and management such as INGO security, public safety, military or police training; Education qualification may be relaxed for experienced candidates; Desired· Specific safety and security training in NGO context. Qualification as a trainer in safety and security. Experience
Required· 5 years experience as a security analyst or equivalent in operational environments with an INGO or UN. Desired· Experience outside country of residence in safety and security context working with same or other NGOs or agencies. Technical Skills
Required· Safety and security management – information collection, investigations, analysis, assessments and reporting Desired· Specific NGO security training (eg. RedR Security Management or similar training).

The ideal candidate will have a Bachelor’s degree with specialist technical training in security analysis, reporting and management. S/he will have a minimum of 5 years’ experience as a security analyst, preferably in INGO sector or development organization in safety and security program. The ideal candidate will also need solid technical skills in information collection, investigations, analysis, assessments and reporting.
