SUMMARY OF ROLE
Reporting to the HMIS manager, the MIS Officers will support the implementation of e-HMIS in the region. These officers will offer real time response to ICT/MIS issues in the region and support the project to realize the use of EMR in management of patient data and reporting. Working as a key member within a small team, the MIS officers will collaborate closely with IT, monitoring and evaluation, quality improvement, supply chain, laboratory, and other clinical care teams on maintaining critical systems in support of patient care, operational efficiencies, and continuous improvement. The MIS officers must have a strong and demonstrated technical aptitude and a passion for health equity.
Responsibilities Include:
· Technically support the implementation of e-HMIS/ EMR within clusters, districts, facilities and Communities.
· Support system customization and maintenance electronic systems such as (Uganda EMR, HRIS, Rx-Solution, DHIS.2 and others)
· Train and mentor core information and data management staff at district, facility and community levels on e-HMIS/ EMR
· Supporting the roll-out and maintenance of new or old Health Management Information Systems
· Performing regular site visits to support Health Information Assistants/data clerks and monitor data improvement requirement, identifying weaknesses, TA needs, lessons learnt, and best practices.
· Studying, recommending and participating in harmonization of the software platforms for data capture, storage, analysis, sharing, linkage, dissemination and utilization.
· Installing and configuring computer hardware, software and applications
· Diagnosing and solving hardware/software faults
Education & Experience:**
· Bachelor’s Degree in Computer Science/Engineering, Information Technology or related field.
· 3-5 years’ experience working directly with health information systems, electronic medical records (EMRs), Pharmacy laboratory information management systems (LIMS) and other systems in use at national, district and facility levels in the Ugandan health system.
· Experience providing technical assistance and training at different levels of the health system.
· Familiarity with medical language and classification systems
· Previous experience working with major donors, USAID and/or PEPFAR funded programs is an added advantage.
Required Skills:
· Strong IT skills (generic applications, internal communications systems, and software packages to support M&E management)
· Knowledge of web/internet standards, hardware/software and relational database technologies.
· Understanding of Linux operating system, MySQL database, open source technologies and approaches with programming experience in JAVA and PHP
· Strong knowledge and experience implementing OpenMRS/UgandaEMR & DHIS2 is required.
· Experience with health systems strengthening in resource-limited settings.
· Demonstrated results-oriented competence in information systems project management.
· Ability to use systems thinking to holistically understand a situation and then follow through with conceptualization and architecting the overall solution.
· Ability to meet tight deadlines and successfully manage multiple assignments concurrently
· Ability to function independently
· Strong organizational and analytical skills
· Strong communication abilities, to both technical and non-technical audiences.
· Ability to work in a multicultural environment
