How can you make a difference?
Under the supervision of the ECD Specialist, the consultant will support MoES in particular the TIET department to strengthen the capacities of PTC Tutors and ECD Centre Caregivers to work with parents as well as build the capacity of parents to implement the key family care practices
Background
The Government of Uganda (GOU), developed the National Integrated Early Childhood Development Policy (NIECD, 2016) with the goal to provide direction and guidance to all sectors for quality, inclusive, coordinated and well-funded ECD services and programmes. The policy calls upon ministries to refocus their ECD related programmes to ensure that they are responsive to the integrated approach to ECD and address the fragmentation of services required by young children and their families to ensure holistic development during the foundational years of early childhood.
To support integrated early childhood service delivery, Ministry of Education and Sports (MOES) will use the nationally agreed parenting package of Key Family Care Practices (KFCP) to institutionalize parenting education activities through the ECD centers as one of the avenues to empower parents to provide more holistic care for their young children. The activities are also intended to enhance the will and capacity of parents to partner with ECD centers, as well as work collectively for child development. Following a life-cycle approach, the Key Family Care Practices guide sectors on ways to enhance effective care practices among families and generate the demand for utilization of available services across sectors.
Ministry of Education and Sports aims to implement parenting education by collaborating and networking with providers and users across sectors. The Key family care practices, Care for Child Development package and the service delivery framework are opportune entry points to guiding the process. However, extensive professional, educational and training support for individuals providing early childhood services across sectors and for the Early Childhood Care and Education (ECCE) sub sector within education is required at different levels. Capacity and technical guidance is necessary to enhance knowledge on matter s such as content and delivery of caregiver training and parenting sessions; the modalities of supporting parents at the ECD centres and provision of content on parenting for life skills training for adolescents as prospective parents.
UNICEF will in this regard aim to support Ministry of Education and Sports to implement a parenting education programme through the Primary Teacher Colleges (PTCs), ECD centres and the Faith Based Organizations (FBOs) working in partnership with UNICEF. This support is intended to build the capacities of the tutors at PTCs, partners, ECD Centre Caregivers and parents. The parenting education will not only increase parents’ commitment to working cooperatively with ECD centre caregivers for sustainability but to provide alternatives for coping with high numbers of children that enroll at community based ECD centres. The parents are expected to put into practice the skills that they are trained on at home as well as supporting the caregivers at the centres. The experiences will also inform MoES on the kind of revisions that are required to be made to the caregiver CCCP training modules and guidelines for establishment of ECD centres.
Key Tasks:
Conduct regular field visits for monitoring of programme activities and local conditions and provide onsite mentoring and support for the participating core PTCS on training and delivery of parenting education through ECD centers 3 times.
