Job Description:
MEL Lead for Replication Programming (40%)
• Build and maintain relationships with Extend and partner staff
• Lead design of monitoring, evaluation, and research frameworks for replication
partnerships
• Oversee implementation of monitoring, evaluation, and research frameworks for
replication partnerships
• Identify tools, resources, and best practices to help improve MEL programming
• Support refinement and development of data collection instruments, including survey
development in TaroWorks or on other platforms as appropriate for partnership
• Work to increase effectiveness and quality of partner data collection policies and
processes
• Design and implement systems for data management
• Data quality review, data cleaning, analysis, and reporting
• Contribute to ongoing MEL-related professional development for Village and partner
staff
• Create or maintain high quality MEL training materials (Manuals, PowerPoint
presentations, practice TaroWorks forms, etc)
MEL Lead for Innovations Programming (40%)
• Build and maintain relationships with Innovations staff; coordinate closely with the
Innovations team, ensuring smooth integration of iteration testing and impact
measurement across MEL and Innovations workflows
o Supervise and support Innovations staff as appropriate for iterations testing and
impact measurement
• Support lean testing efforts of Innovations Team
• Design and lead iteration testing and/or impact measurement in relation to initiatives
developed by the Innovations team as appropriate for the purposes of making
evaluative conclusions regarding the value of adopting and/or scaling initiatives
• Oversee implementation of monitoring, evaluation, and research frameworks for
Innovations projects making it to the Implementation Stage
• Support refinement and development of data collection instruments, including survey
development in TaroWorks or on other platforms as appropriate
o Record ‘methods of exploration’ and ‘results’ for integration into Innovations
team documentation of larger workflows
• Work to increase effectiveness and quality of data collection policies and processes
• Identify tools, resources, and best practices to help improve lean learning
• Contribute to ongoing MEL-related professional development for Innovations staff
• Create or maintain high quality MEL training materials (Manuals, PowerPoint
presentations, practice TaroWorks forms, etc.)
• Facilitate staff trainings and provide support for adoption of lean learning methods
• Data quality review, data cleaning, analysis, and reporting
• Database management and information management
• Cross-functional collaboration with at all levels of the organization
MEL Support for General Programming (15%)
• Support planning and implementation for Core and Partnerships MEL programming as
needed
• Contribute to ongoing MEL-related professional development for MEL staff
• Support Database management and information management for Core and Partnerships
MEL programming as needed
• Additional MEL-related work as assigned by MEL Director
Operations Role (5%)
• Provide management oversight and leadership, as requested by, and in collaboration
with, the East Africa Field Management Team
• Participate in and contribute to mid-management meetings when applicable
• Support general operations as needed
The MEL Manager Will
• Hold a degree in Monitoring and Evaluation, Economics, Statistics or a related field;
preference will be given to candidates with a relevant Master’s degree (completed
or enrolled)
• Possess the technical knowledge and skills necessary to succeed in the role,
including
o Strong quantitative skills and experience with data analysis; good command
of STATA
o Proficiency in Microsoft Excel, MS Word, and MS PowerPoint
o Proficiency with Google Documents, Gmail, and Android applications
o Understand the elements of data quality: consistent, complete, accurate,
timely, verifiable, valid
o Proven ability to design monitoring and evaluation plans, including
developing theories of change and logical frameworks
o Ability to develop SMART indicators
o Literacy with the basic methods for data collection: surveys, interviews,
performance tests, site visits/observation, focus group discussions,
participatory methods, pre-existing data
o Experience designing and implementing surveys
o Experience conducting data quality reviews and with cleaning data
o Understand principles of Human Centered Design
• Possess Training and Communication Skills
o Demonstrate ability to communicate key concepts to multitude of
stakeholders across the organization
o Ability to orally communicate issues, problems, and key information
o Ability to write clear, concise memos highlighting issues, problems, and key
information
o Experience working as part of a diverse team with the ability to work via
email, phone, Skype, and other virtual communications
• Flexible, self-motivating, able to manage multiple tasks efficiently, and a team player
• Must be a very strong critical thinker able to identify potential solutions to
challenges in new environments
• Experience with Salesforce and/or TaroWorks is a plus
