How can you make a difference?
Under the supervision of the Health Officer, Health Systems Strengthening the consultant will provide support the CSD Section through providing lead field support to districts during implementation of FamilyConnect. Key support will include: provide technical support and supervision of FamilyConnect District Technical Assistants working closely with individual District Health Teams to support the implementation of FamilyConnect; technical support of the district FamilyConnect content development process; and follow up and documentation of any key issues or lessons learned during the implementation.
Background
In early 2014, the Ministry of Health – with support from partners including UNICEF – initiated support to develop the FamilyConnect Platform as part of their broader Community Health Information System. The key drivers for the MoH include improving the quality and availability of services – particularly at the community level; ensuring client safety, confidentiality and privacy; and empowering both health care providers and clients with quality information and tools to make more informed health choices.
The Ugandan MoH requested UNICEF support in transferring the technology, knowledge and skills of MomConnect South Africa, an open-source USSD / SMS based platform designed by Praekelt Foundation which registers expectant mothers and provides them with regular life-cycle stage based messaging to a modified and localized version the Ugandan MoH calls “FamilyConnect”. FamilyConnect is anticipated to be used by all the approximately 179,000 VHTs country-wide to annually target approximately 1,500,000 expectant mothers. In 2016, FamilyConnect was piloted in two districts, Kabale and Kamuli, in Uganda. The pilots were successful and the Ministry of Health decided to start implementation of FamilyConnect in Uganda. Between June-December 2017, FamilyConnect was implemented in 12 districts in Uganda. Due to the nature and results of this rollout, there is been increased demand at the Ministry and District level for FamilyConnect and Community Health Information Systems in addition to the benefits in addressing the challenges in community Health service delivery. During 2018, FamilyConnect will be rolled out to additional 28 districts with UNICEF support.
