Job Title: SDG Scholarship Project Officer
Job Location: Kampala, Uganda with duty trips to Nairobi, Kenya
Starting: asap
Reports to: Senior Program Officer Technical Advisory Program (TAP)

1)Tasks and Responsibilities

In cooperation with the TAP team the Project Officer will plan and implement the SDG internship program in Uganda and Kenya. Specifically the duties of this position will include the following activities:

Planning Phase

  • Identification of potential field placements for students with partner organizations in the wider HORIZONT3000 network
  • Assessment of partner organizations
  • Development of assignment descriptions for internships of 3-6 months
  • Preparation and orientation of partner organizations
  • Prepare Work/Residence Permit application process

Implementation Phase

  • Organization of country specific orientation trainings for the students (twice a year)
  • Render support in the process of conducting monitoring visits to the partner organizations during the internships
  • Evaluation of assignments together with the partner organizations, the students and HORIONT300
  • Perform any other duties in the Technical Advisory Program as assigned by the supervisor

2)Qualifications

Bachelor Degree in Political Sciences, Development Studies or International Relations, with three years’ experience in project planning, implementation and monitoring with an (I)NGO.

Skills and Experience

  • Ability to work against tight deadlines and under pressure, excellent attention to detail
  • Ability to plan, prioritise and manage own workload under minimal supervision
  • Ability to work on own initiative and to work well as part of a team
  • Experience in project proposal writing
  • Excellent interpersonal and communication skills, good problem solving skills
  • Proficient in Microsoft Office packages (especially Word, PowerPoint and Excel)
  • Competences in at least one field of rural development/natural resources, WASH and human rights/civil society is desirable
  • Experience in working in a church-based environment is desirable
  • Excellent skills in speaking and writing in English, knowledge of Luganda and/or Kiswahili is an added advantage

3)Terms of Service

The position is defined as 100% position. The project officer forms part of the team at the Regional Office East Africa in Kampala. After a probation period of six months the contract will be renewable for a year, subject to performance.

4)AboutHORIZONT3000

HORIZONT3000 was established in 2001 through the merger of previously 3 separate Austrian non-governmental development-cooperation organisations. HORIZONT3000 is governed by the general assembly and the board formed of six out of its eight catholic member organisations. The organisation has its main office in Vienna as well as regional offices in Uganda for East Africa, in Nicaragua for Central America, and country offices in Senegal, Papua New Guinea and Mozambique.

HORIZONT3000 specialises in the assistance, coordination and monitoring of projects and programmes as well as in the provision of technical experts in countries of the global south. In 2017, the organisation assisted around 150 projects (through funding and experts) in 14 countries in Africa, Latin America and Oceania. Thematically, HORIZONT3000 focuses on three sectors: Civil Society and Human Rights, Rural Development and Natural Resources Management, and Education. Gender and Environmental Protection are cross-cutting issues.

HORIZONT3000 aims at targeting the most vulnerable population groups, such as smallholders, women, children and youth, human rights groups as well as indigenous population. Through its presence in the regional and country offices, HORIZONT3000 cooperates and engages through an open and constructive dialogue with local partner organisations and beneficiaries guaranteeing a participatory approach and ensuring relevance and sustainability. All projects and programmes are developed upon request and in cooperation with the partners.

HORIZONT3000 considers capacity development as core methodology of its work. It is conceived as the expansion of the capacities of people, organisations and societies on various levels. Supporting the development of human, organisational or institutional resources to sustainably empower our local partner organizations is complemented by our knowledge management programme as a second methodological pillar. For a pilot phase for a project on civil society engagement in Policy Dialogue in East Africa involving 15-20 partner organisations, the HORIZONT3000 Regional Office Kampala office is looking for a qualified project
