Position Reports to: COP

IntraHealth International is a global nonprofit organization that improves the health of communities by ensuring health workers are trained, supported, and ready to do their jobs. Through a new funding award from the Hewlett Foundation, IntraHealth will implement a behavioral science innovation project in Eastern Uganda to improve the health and well-being of women of reproductive age by scaling up a proven behavioral intervention to strengthen the quality and utilization of family planning services. Nested within the RHITES-E Activity, this project will contribute to the reduction of maternal and infant mortality and morbidity in approximately 25 districts. Working closely with local stakeholders, the project will select an evidence-based behavioral intervention targeting one specific problem area (e.g., early pregnancy) and scale it up. The primary deliverable of the project will be an evaluation of the results of the intervention and an assessment of the process of conducting the scale-up itself. The project will also increase IntraHealth’s organization-wide capacity to utilize behavioral science to increase the uptake of sexual and reproductive health services in Uganda and elsewhere.

SUMMARY OF ROLE

The Project Manager (PM) will continuously liaise between different members of the project technical team, who are based in both Uganda and the United States, to facilitate communication and activities across the team. The PM will contribute a deep understanding of the Ugandan healthcare system to inform the design and implementation of project activities. The PM will plan and execute all research activities and manage budgetary and logistical issues. The PM will report day-to-day to RHITES-E’s Chief of Party but will also receive technical guidance and instructions from US-based staff and partners. In particular, the PM will work very closely with staff from ideas42, which is the primary partner on this project advising on behavioral science.

ESSENTIAL FUNCTIONS

Point Person

  • Serve as primary point of contact for project and maintain continuous communication between Uganda and US-based project technical team, including IntraHealth/Uganda staff, IntraHealth/US staff, ideas42 personnel, and other in-country stakeholders.
  • Attend weekly full-team conference calls and communicate with US-based team by email multiple times per week; attend in-person staff meetings in Mbale
  • Align and harmonize technical inputs and guidance from IntraHealth/Uganda staff, IntraHealth/US staff, ideas42, and other partners for smooth project implementationImplementer*

  • Plan and execute all project research, prototype development, intervention, and capacity-building activities. Prototype development, implementation, monitoring, and evaluation activities may involve extended periods (1-2 weeks at a time) of field travel to remote sites.

  • Contribute local contextual knowledge (understanding of cultural norms, health system structure, service delivery, etc.) to inform intervention design and implementation.

  • Ensure research ethics procedures are followed, including in-country IRB approval, data collector supervision, and field-based activity implementation

  • Draft and revise project reports and other technical documents in coordination with technical team and ideas42; reproduce print materials as needed

  • Plan and participate in dissemination of project results including meetings with partners, government & community stakeholders, and the greater global health community including presentations, publications, conference abstracts, etc.

  • Organize field travel for the project technical team, partners and international visitors

Grant Management

  • Participate in budget and activity planning
  • Hire and coordinate training of short-term consultants such as data collectors and translators, interpreters.
  • Work with the finance department to track expenses; submit monthly expenses for inclusion in QuickBooks
  • Ensure real expenditures and real activities align with work plan; review budget and activity plan with local finance team, as needed
  • Ensure compliance of all IntraHealth and donor procurement procedures
  • Manage other tasks, as assigned

EDUCATION/EXPERIENCE REQUIREMENTS

  • Master’s degree in public health, social development or related field and at least 5 years of relevant work experience
  • Experience managing a research project; qualitative research experience is a plus
  • Experience with international donor-supported projects and US-based organizations
  • Knowledge of Ugandan healthcare system, global evidence on sexual reproductive health interventions
  • Knowledge of and experience with behavioral science and/or human-centered design is an advantage
  • Prior field work experience in Eastern Uganda preferred
  • Demonstrated skills in data collection, data management, and ethical research implementation
  • Strong oral and written communication skills; experience writing reports, giving presentations, and attending multi-organizational stakeholder meetings
  • Advanced interpersonal skills with both Ugandan and international colleagues; project advocacy skills are a plus
  • Strong organizational, planning, multi-tasking, administrative, and management skills
  • Ability to draft and monitor project budgets and formulate financial projections
  • Ability to work independently with minimal supervision
  • Ability to work an alternative schedule (including evenings and weekends), as requested
  • Proficient with MS Office Suite and data analysis software packages
  • Requires lifting of 0-10 pounds occasionally
  • Travel to field study sites is required
  • Fluency in English is required, fluency in local languages is a plus
