How can you make a difference?

Under the supervision of the Nutrition Specialist the consultant will to contribute to better nutrition in Uganda by informing policies, programmes and interventions and also support UBOS on its lead role to analyze the existing data and inform the UNIPN Policy Advisory Committee at OPM.

Background

Uganda has made good progress in improving the availability of nutrition data, but the level of data completion, disaggregation and use for policy and programming remains limited. Information on trends in nutritional status of the Ugandan population and key determinants of malnutrition can be obtained through the Uganda Demographic Health Survey (UDHS) every 5 years. Limited frequency and lack of district specific information limits its utility for district planners and for annual reviews and planning. In addition, the Uganda Bureau of Statistics (UBOS) implements every year the Uganda National Panel Survey (UNPS), a longitudinal study at household level that provides information required for monitoring the National Development Plan. The UNPS now includes a nutrition module that provides information on specific nutrition indicators. In addition, UNICEF, WFP, FAO and UNHCR provide support to the Government of Uganda to carry out food security and nutrition assessments (FSNA) in selected districts (e.g. refugee-hosting districts, Karamoja) to monitor the effectiveness of nutrition interventions at decentralized level.

Moreover, several sector information management systems collect administrative data covering various aspects of nutrition programming and service delivery. The Health Management Information System (HMIS) represents the main source of nutrition data in the health sector and is the most comprehensive and developed administrative information management system with nutrition data in the country. The overall goal of HMIS is to provide quality information to support decision-making at all levels of the health care system in Uganda. There is a need for the rest of sectoral information management systems to collect administrative data on nutrition-sensitive programmes.

The National Information Platforms for Nutrition (NIPN) is an initiative of the European Union, the United Kingdom Department for International Development (UKAid) and the Bill & Melinda Gates Foundation. The global initiative is being developed and coordinated internationally in 10 countries, including Uganda, by a Global Support Facility (GSF). The GSF consists of technical and managerial staff to support the work of NIPN platforms in each country. An Expert Advisory Group is made up of technical experts and representatives of United Nations (UN) agencies, civil society organisations and academic institutions.

The NIPN initiative aims to strengthen national capacity to make better use of existing information and data to inform policies, programmes and interventions in all sectors, which will contribute to better nutrition for the Ugandan population. This process requires the analysis of current policies and programmes to identify issues; a systematic review of existing information both internationally and nationally on the issue identified; and, when useful, the analysis of existing data from Uganda to shed light on the subject.

The project is being implemented by the Office of the Prime Minister (OPM) in partnership with the Uganda Bureau of Statistics (UBOS), and in collaboration with all the sectors involved in the Uganda Nutrition Action Plan (UNAP). Through the development of a Policy Unit, the OPM will take the lead on the analysis of current policies, programmes and interventions and existing information with support from sectors, while UBOS will take the lead on the analysis of the existing data available, through a Data Analysis Unit. UBOS is now establishing the Uganda NIPN (UNIPN) Analysis Unit, while OPM is creating the UNIPN Policy Advisory Committee. The UNIPN Analysis Unit will be led by the UBOS Director for Socio-Economic Surveys and the team will consist of a Senior Data Analysis Advisor, a Data Manager, Statisticians and Data Editors.

UNICEF, together with the European Union, UKAid, Bill and Melinda Gates Foundation, is contributing funds and is responsible for the recruitment of the Senior Data Analysis Advisor, who will be seconded to the UNIPN UBOS Analysis Unit.

Key Tasks:

1. Contribute to establishment and functionality of the Uganda National Information Platform (UNIPN)

  • Review and adapt the 2017 Uganda Nutrition Information System Concept Note, working closely with the National Project Coordinator and Head of the UNIPN Analysis Unit, to plan the work and outputs of the UNIPN Analysis Unit.
  • Liaise with the Global Support Facility for NIPN to identify additional support needed; including specialised materials, software, technical advice and consultants.
  • Attend meetings of the UNIPN Policy Advisory Committee to provide support and guidance on the information and data that are required for analysis and are available to support the analysis of the questions raised by the committee.
  • Attend meetings of the Project Management Committee as a representative of the UNIPN Analysis Unit, and undertake tasks to support the work of the UNIPN Analysis Unit as requested by the Head of the UNIPN Analysis Unit.
  • Attend the annual international technical meeting of NIPNs organised by the GSF.
  • 2. Facilitate collection and archiving of existing information, reports and data

  • The Advisor will work with staff of the UNIPN Analysis Unit to collect existing information and reports first, as a part of an evidence review, and then obtain data sets of relevance to nutrition from ministries, international agencies and civil society organisations. The Advisor will support the unit to develop an understanding of sources of data in Uganda and the procedures needed to obtain data sets.
  • Support the archiving of data sets, questionnaires and project reports related to nutrition using Nesstar software to create a searchable database. Develop with staff of UBOS procedures to archive and use data sets using best international practices. Provide technical advice on methods to merge or create new data sets and supervise staff to do so. Help to set up and maintain computers for data storage and analysis with the IT staff of UBOS.
  • The Senior Data Analysis Advisor will work with the UNIPN Analysis Unit to set up a system and working procedures to create and maintain an up-to-date centralised data repository.
  • The Advisor will provide technical advice, training and practical support on the day to day operations of the UNIPN including data cleaning, data management, data storage and data archiving, based on best practices and procedures.
  • Data analysis and analytical capacity building
  • The Advisor will work with the national UNIPN Policy Advisory Committee to identify analysis that could be done using existing information and data. This process will identify gaps in data and how they might be filled. The advisor will build the capacity of government staff participating in the UNIPN initiative and staff of UBOS through training and on-the-job skills development. The advisor will train analysis staff to critically assess and evaluate the quality of data sets and report on how data quality could be improved.
  • The Advisor will lead and strengthen the capacities of the staff to present summary statistics from the UNIPN and develop requirements for dashboards. The Advisor will assess the capacity of staff at UBOS and technical advisors from ministries, and identify their needs for training in data management and data analysis. If possible, new data sets may be created from multiple sources and sectors, such as summary statistics by region or district, to track changes in nutritional status and other indicators over time and in space. These statistics may be used to create or contribute to existing data dashboards that make summary data available online to regions or districts for their own purposes such as planning or advocacy.
  • The Advisor will work with staff of the UNIPN and sector experts to write reports, policy briefs, papers and other documents describing the analysis in English with the support of the project Communications Advisor. The Advisor will support staff to make presentations of the work of the UNIPN at meetings and conferences and may also present, when requested, the work of the Analysis Unit. The Advisor may undertake specialised analysis of data that could contribute to answering the questions posed by the Policy Advisory Committee. The Advisor may be asked to undertake special tasks by the Head of the UNIPN Analysis Unit related to the UNIPN project. The Advisor will also advise UBOS on key data visualization & analysis requirements to inform the development of the website and/or dashboards
  • The Advisor will strengthen the capacities of staff to perform quantitative and qualitative data analysis. The emphasis of the role is on building the capacity of staff at UBOS and government ministries to analyse information and data and recognise its limitations and weaknesses. This will be done by running or arranging training courses and then following them up with practical exercises to reinforce learning. The Advisor will help to identify the training needs of staff and organise and support specialist training courses led by national or international experts or identify courses on which the staff can be enrolled. Resources will be available through the project for such training and will be allocated by the Project Management Committee, of which the Advisor will be a member. The Advisor will also liaise with staff of the Global Support Facility for the NIPN initiative to identify suitable training courses for staff and to identify specialist advisors or specialist training materials, all to support the analytical processes of the UNIPN. It is expected that the Advisor will train staff from government ministries, UBOS and the project on how to analyse data using Stata, R or other statistical software using best methods and practices, and train staff on how to analyse and present geospatial data using software such as ArcGIS or R.
  • To qualify asan advocate for every child you will have

  • A Master’s degree or a PhD in statistics, mathematics, epidemiology, econometrics, anthropology, nutrition, public health, health sciences, medicine, biological sciences, or any related subject.
  • If holding a Master’s degree, at least 5 years’ experience in the management, analysis and reporting of biomedical, agricultural and/or multi-sectoral data, ideally including data on human nutrition. If holding a PhD, at least 3 years’ experience in the management, analysis and reporting of biomedical and multi-sectoral data, ideally including data on human nutrition. Experience in capacity strengthening will be an asset.
  • Experience in managing, organising, creating, analysing and archiving data sets. Experience of analysing panel data from surveillance systems or multiple data sets of cross-sectional surveys. Proven experience in using Stata statistical software. Proven ability to write technical reports, documents or papers in English. Experience in capacity strengthening and facilitation of trainings will be a great asset. Experience of using R, ARC-GIS, and nutrition data software; such as WHOAnthro, WHO anthro plus and ENA; would be useful.
