The Global Environment Facility (GEF) Secretariat has approved a Project Document in Uganda for a $1,050,000 medium sized project with funding from the newly established Capacity Building Initiative for Transparency (CBIT). The project entitled “Strengthening the Capacity of Institutions in Uganda to comply with the Transparency Requirements of the Paris Agreement” will be executed by the Ugandan Ministry of Water and Environment, the Africa Innovations Institute and the Vital Signs Program. The implementation will be done by Conservation International’s GEF Project Agency

The main objective of this project is to support institutions in Uganda to respond to the Transparency Requirements of the Paris Agreement. The main components of the project are:

· Establishing & strengthening the institutional arrangements for robust Green House Gases (GHG) emission inventory and MRV System

· Building the capacity of key stakeholders to collect, process and feed gender disaggregated data into the GHG emissions inventory and MRV system

· Testing and piloting the GHG emission inventory and MRV system. Following project implementation approval, the Africa Innovations Institute seeks to appoint qualified individuals for the project manager position:

The project manager will be responsible for the overall management of project activities including acting as secretary of the Project Steering Committee. H/She will coordinate delivery of the project components and all project activities and act as liaison between the project stakeholders including the Ministry of Water and Environment, Africa Innovations Institute and Conservation International, Vital Signs Program in Nairobi. H/She will be responsible for day to day monitoring, budgeting and reporting of the progress against the implementation plan, monitoring and evaluation framework and approved project document.

Duties and Responsibilities

Reporting to the CEO of AfrII and the Africa Field Director, Conservation International, Vital Signs Programme, the Country Director is responsible for the management, technical implementation and logistics for implementation of the project. The individual in this position MUST have appropriate management and technical skills and the ability to work with a diverse set of both national and international partners and staff.

Specific tasks, duties and responsibilities of the position are:

  1. Responsible for direct supervision, leadership and management of the project, including acting as secretary of the Project Steering Committee.

  2. Provide technical and managerial leadership on all activities of the project. This includes development of daily, weekly, quarterly operation work plans and budgets; coordination and ensuring efficient and effective implementation of project activities;

  3. Provide weekly work plan and weekly performance as well as quarterly report to CEO-AfrII and participate in weekly and quarterly calls to be organized or led by the CI Africa Field Division to discuss work progress;

  4. Coordinate and manage the accounting, reporting and general financial administration of the project to meet the requirements of AfrII, Conservational International and donor;

  5. Act as the secretary for the Project Steering Committee(PSC) and Technical Advisory Group(TAG)

  6. Represent the project to the GoU, Conservation International, and other partners as required

  7. Ensure the smooth running of the project through monitoring and communication with the PSC, TAG, working and consultative groups, contractors, consultants, stakeholders and other engaged agencies, institutions, and individuals

  8. Actively coordinate the flow of inputs, procurement, outputs, and work streams to ensure the program runs smoothly and delivers the specified outputs and overall objectives and results

  9. Liaise with relevant partner institutions in Uganda to facilitate progress with Vital Signs Uganda country data collections and general awareness raising.

QUALIFICATIONS AND EXPERIENCE

Qualification:

· A higher degree in Environmental Sciences, or Natural Resource Management with sound knowledge in climate change, biodiversity and land degradation and sustainable forest management.

· Postgraduate training (Diploma or Certificate) in project planning and management, leadership and management, climate change adaptation and mitigation, Greenhouse gas (GHG) estimation and reporting, MRV system,

Minimum Experience

  • A minimum of five years of experience in the fields of environmental project implementation, climate change impacts and adaptation, climate change international and national reporting and greenhouse gas emissions.
  • Demonstrable experience working with the Government of Uganda
  • Proven track record of accomplishment in project planning and management;
  • Proficiency in report preparation, work planning, results monitoring and evaluation.
  • Experience in conducting training workshops or teaching adults and civil servants.
  • Excellent report writing skills in English, as evidenced by scientific publications or technical reports

Interpersonal Skills

  • MUST be a team player and have demonstrated experience in working with, coordinating or collaborating effectively with multicultural, multidisciplinary teams or networks to produce positive results.
  • Good communicator, flexible person, quick to learn new skills and tools related to environmental data collection, analysis and reporting.
  • MUST be highly organized and strong attention to detail.
