Uganda: Climate Scientist

The Global Environment Facility (GEF) Secretariat has approved a Project Document in Uganda for a $1,050,000 medium sized project with funding from the newly established Capacity Building Initiative for Transparency (CBIT). The project entitled “Strengthening the Capacity of Institutions in Uganda to comply with the Transparency Requirements of the Paris Agreement” will be executed by the Ugandan Ministry of Water and Environment, the Africa Innovations Institute and the Vital Signs Program. The implementation will be done by Conservation International’s GEF Project Agency

The main objective of this project is to support institutions in Uganda to respond to the Transparency Requirements of the Paris Agreement. The main components of the project are:

· Establishing & strengthening the institutional arrangements for robust Green House Gases (GHG) emission inventory and MRV System

· Building the capacity of key stakeholders to collect, process and feed gender disaggregated data into the GHG emissions inventory and MRV system

· Testing and piloting the GHG emission inventory and MRV system. Following project implementation approval, the Africa Innovations Institute seeks to appoint qualified individuals for the climate scientist position:

KEY RESPONSIBILITIES

1. Take lead in designing and delivering capacity building activities of the Hubs and other stakeholders in collecting, processing and transmitting GHG data

2. Take lead in developing/adapting GHG data collection and processing tools and protocols

3. Supervise the collection of the necessary biophysical and socio-economic data for GHG measurement, verification and reporting;

4. Ensure a high level of quality in GHG datasets by contributing to data review and quality assurance/quality control activities; prepare periodic work plans, performance reports and field work budgets;

5. Support in periodic compilation of GHG emissions inventory; identify data needs and support in the development of in-country emission factors

6. Ensure that key staff undergo climate and GHG trainings as outlined in the project document.

7. Support the project manager in relevant financial and technical reporting

8. Ensure project remains aligned with ongoing climate change reporting, mitigation, adaptation activities in the country and region

Minimum qualifications

· Bachelor's degree in Statistics, Environmental Science, Climate Science, or Natural Resource Management Science

· Postgraduate training (certificate or diploma) in climate science, project planning and management, training and education, and greenhouse gas estimation

· Skills enhancement training in statistics, GHG estimation, data collection, management and analysis

Experience

• Demonstrated experience and skills in data collection, management, integration and analysis; and reporting, including use of appropriate software
• Extensive knowledge and experience in conducting capacity-building including formal and hands on training, workshops and coaching and mentorship of adults and civil servants.
• Knowledge of climate data collection, management and analysis, greenhouse gas inventory data requirements, and analytical models and software
• Proven experience in conducting studies on climate change, mitigation and adaptation, and reporting of results
• At least 3+ years in implementing environmental projects and working with Government
• Proficiency in result-based work planning, monitoring and evaluation, and reporting.
• Familiarity with the Paris Climate Agreement, NDC and MRV systems are a must.

Interpersonal Skills

• MUST be a team player and have demonstrated experience in working with, coordinating or collaborating effectively with multi-institutional, and multidisciplinary teams and networks comprised of state and non-state actors to produce positive results.
• Excellent report writing skills in English, as evidenced by scientific publications or technical reports
• Good communicator, flexible person, quick to learn new skills and tools related to environmental data collection, analysis and reporting.
• MUST be self-motivated, highly organized and strong attention to detail.
