The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within Shelter, Education, Food security, Legal Assistance, Camp Management Water, Sanitation and Hygiene sectors.
Norwegian Refugee Council (NRC) has been implementing projects for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western respectively, since 1997. Having smoothly phased-out by end of August 2014 in the North, NRC was re-registered in Uganda in September 2014 as part of Horn of Africa programme with its regional office in Nairobi, Kenya, with main focus on addressing the rights of South Sudanese refugees in Ugnda. NRC Uganda has its main base in Adjumani, with a project office in Arua and guest house in Kampala.
NRC Uganda is currently implementing food security, education and WASH projects as an operational partner of UNHCR and office of the prime minister (OPM). To achieve the required results, NRC Uganda closely works with government, UN agencies and local NGO partners.
We are seeking to recruit an experienced, qualified Finance Manager to support the programme operations on financial matters.
NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose. This same advert can be used for placements within the region.

Job description

Implement NRC’s financial systems, routines and procedures at national level
Maintain overall budget control and monitor cash flows
Ensure that budgeting, accounting, year-end procedures and other financial processes take place in adherence to Financial Handbook, other NRC policies and donor and auditor requirements
Management of financial team at country office
Training, development and internal “audits” of financial teams in all offices
Support and training of line managers with budget responsibilities
Provide CD and programme staff with monthly financial analysis and reports
Implement anti corruption policy

Qualifications

Relevant university degree, preferably business administration/financial management OR other relevant educational background combined with relevant professional experience.
Professional qualifications e.g ACCA, CPA etc
Minimum 5 years of experience from working as a senior Financial Manager in a humanitarian/recovery context
Experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Solid knowledge of computer software and modern accounting systems
Solid experience of work with windows based computer software, and modern accounting-systems
Fluency in English, both written and verbal
Knowledge of Uganda and the region
Valid driver’s license
