How can you make a difference?
Under the supervision of the C4D Officer the consultant will support the application of appropriate, robust monitoring and evaluation principles, methodologies, indicators and processes to measure reach and impact of C4D interventions.
Background
Communication for Development (C4D) is defined as a “systematic, planned and evidence based strategic process to promote positive and measurable behavior and social change that is intrinsically linked to programme elements; uses consultation and participation of children, families, communities and networks, and privileges local contexts; and relies on a mix of communication tools, channels and approaches.”
UNICEF C4D’s design, implementation and monitoring and evaluation framework uses the Social Ecological Model (SEM) to identify opportunities and entry points for interventions that promote individual behavioral and broader social changes, and link behavioral and social change strategies with efforts to strengthen environmental and community support and participation. The SEM is also a useful tool to inform Research, monitoring and evaluation (RM&E). Across the model four intervention approaches are expected to produce results at output, outcome, and impact levels by measuring concepts at the different levels of influence. The theoretical base of the SEM is an important consideration as it should ideally, inform C4D program design as well as C4D monitoring and evaluation. In practice, however, M&E of C4D is not theoretically informed.
In Uganda, as a strategy, C4D has been at the heart of programming across the different sectors. Key communication messages and motivation in support of various programme areas have been shared widely with communities through various channels of communication including mass media, social media, community media and interpersonal communication. Notably, C4D programming has been integrated through two flagship programmes – for integrated ECD and for Adolescent Girls. In addition, C4D often has been at the forefront of the response to disease outbreaks in Uganda.
The contributions of C4D to programme outcomes are widely acknowledged and documented, albeit often in an ad hoc manner. This is attributed to the absence of or sub-par implementation of rigorous monitoring and evaluation of C4D processes and results. The contributions of C4D to program outcomes are not always evident. Due to inadequate focus on C4D M&E processes, these changes remain largely anecdotal. There is no systematic and consistent process for tracking these changes with implementing partners in different districts implementing M&E processes in different ways.
