How can you make a difference?

Under the supervision of the Health Specialist, the consultant will provide Technical Assistance to support strengthening the implementation of Integrated Management of Childhood Illnesses through ICATT- CCD and strengthening and Piloting Early Interventions for Childhood Disability in Uganda

Background:

Integrated Management of Childhood Illnesses (IMNCI) is evidence based strategy used globally to support the quality service provision to children at health facility level. In Uganda, to rapidly scale up this initiative, the Ministry of Health (MOH) with support from UNICEF has introduced the WHO-recommended Integrated Management of Childhood Illness - Computer Assisted Training and Adaptation Tool (ICATT) into pre- and in-service training in Uganda.

As of January 2018, UNICEF supported 35 districts and 35 pre-service health institutions in Uganda to introduce the training of IMNCI into their health workers training system by using the ICATT approach. In 2018, UNICEF will support 16 additional districts in Northern Uganda and 10 pre-service training institutions to implement ICATT trainings.

With available funds from H&M Foundation, SIDA and DFID, UNICEF plans to strengthen and scale up the IMNCI implementation through ICATT. In addition, UNICEF will support the pilot of early interventions for child disability in one district (to be selected). The result of pilot will guide national strategies/standards on modality of scale up of care and development for children with disability.

It is therefore against this background that Child Survival & Development Section of UNICEF is seeking to extend the contract of the consultant to continue supporting implementation of ICATT in new fifteen (15) Northern Uganda districts and ten (10) Pre-service health institutions and follow up trained health workers in the 8 SIDA funded districts of west Nile and 14 Eastern and Western districts (refer to detailed lists below). The services of a consultant have proved quite cost-effective and it enables the expeditious implementation of the strategy at the district level having led the review process of the ICATT tool and adaptation at National level and more so, this consultant’s performance has been excellent.

Purpose of the assignment:

  • To support district health teams (DHTs) to initiate and coordinate the implementation of IMNCI /ICATT trainings and quality assurance aspects targeting 900 health workers and 241 Primary Health Care Facilities providing care to children under 5 years using the IMNCI strategy in sixteen (16) additional districts.
  • To support the National Working Committee on Early Intervention and Care and Development for Children with Disabilities, effectively pilot the “Care and Development for Young Children with Disabilities” project in the selected district (s) of Uganda.

    Key Tasks:

  • Provide Technical Support to the National Working Committee to develop selection and evaluation tools for early identification and care and development for young children with disabilities. Once the tools are finalized, support the planning, implementation and documentation of the pilot on care and development for children with disability in a selected district.
  • In the newly selected districts for implementation of IMNCI/ICATT: In collaboration with the DHOs/DHTs, support the implementation of IMNCI/ICATT the consultant will coordinate Training Needs Assessment, capacity building, and post-training follow up of health workers in sixteen (16) additional districts of Acholi & Lango Sub-regions of Uganda namely (1) Agago, (2) Amuru, (3) Pader, (4) Omoro, (5) Lamwo, (6) Nwoya (7) Kitgum (8) Apac, (9) Lira, (10) Kole, (11) Oyam, (12) Amolatar, (13) Dokolo, (14) Otuke, (15) Alebtong and (16) Kaberamaido. The assignment include:
  • Training need assessment
  • Support to Training of Trainers (ToTs) and ensure each district is covered with adequate number of trainers
  • Development and facilitation of the trainings
  • Post-training follow up and coaching
  • In the existing IMNCI implementation sites (35 districts): In collaboration with the DHOs/DHTs of the recently trained 22 districts and 20 pre-service training institutions, follow up assessment of completion of ICATT training and conduct support supervision and mentorship to the health workers enrolled on the training programme to assess the quality of IMNCI service delivery.
  • IMNCI capacity building in pre-service institutions: Work closely with the Heads of the 10 Pre-service health training institutions to conduct Training Needs Assessment (TNA) for ICATT trainings, preparation of the ICATT training sessions and support the schools to organize the training sessions including trainings for instructors and site-supervisors. These Pre-service institutions include:
  • Lacor Nursing School - Gulu,
  • Gulu Nursing School,
  • Lira School of Nursing,
  • Good Samaritan Nursing School - Apac,
  • DAF-School of Nursing- Lira
  • King James School of Nursing – Lira,
  • Kalongo Nursing School – Pader,
  • Soroti School of Nursing
  • Kiwoko School of Nursing –Luwero,
  • Agule School of Nursing – Pallisa.

    To qualify asan advocate for every child you will have…

  • Master degree in medical sciences, public health, social sciences, or related field.
  • Minimum five years’ experience working in the area of Reproductive, Maternal, Newborn and Child Health required –particularly in the Ugandan context. Additional experience in HIV, particularly PMTCT / EMTCT desirable.
  • Proven ability of technical support to ICATT/IMNCI and child health interventions in similar settings.
  • Ability to network and establish professional liaison at national and district level- working with people
  • Motivated, highly organized, critical thinker with strong analytical skills who is able to work as part of a team and independently.
  • Demonstrated ability to coordinate national-level assessments with multiple stakeholders, incorporating both qualitative and quantitative methodologies.
  • Proven ability to manage relationships with UNICEF partners, including Ministry of Health, UN organizations, NGOs, academic institutions, and the private sector
  • Strong writing and communication skills.
  • Ability to travel and work in remote locations.
  • Fluency in written and verbal English is essential
  • Excellent communication and documentation skills
  • Strong analytical and report writing skills
