Position: Finance/ Compliance Officer

Location: Palorinya camp/Settlement – Moyo District

Reports to: Operations Support Coordinator with technical supervision and support from Regional Finance Director

ESSENTIAL RESPONSIBILITIES AND DUTIES

The post holder will be in charge of day to day Finance, and compliance activities for the Uganda Program. Initially based in Moyo, this is a dynamic position and proactive that may evolve into a senior Finance/ Compliance position as the project grows.

FINANCE

· Prepare purchase requests, payment vouchers and all supporting documentation as required by RI accounting procedures

· Prepare Requests for Funds each month through close coordination with Country Director/Team Leader

· Prepare payroll and ensure it is effectively and accurately distributed to all staff on a monthly basis

· Responsible for payment and reporting Uganda tax Authorities and other applicable taxes to URA to ensure compliance with Uganda tax regulations

· Prepare financial expenditure statements for the field operations and enter data into Netsuite Financial System per RI Finance policy

· Ensure all backup documentation is properly organized and filed for complete transparency and audit purposes

· Responsibility for cash management of Moyo office , including handling cash, the office safe and maintaining a petty cash register (after successful completion of probation period)

· Coordinate and maintain cash forecasting system to ensure that adequate funds are available to meet monthly working requirements

· Prepare specific budgets and expenditure forecasts as and when required by supervisor

· Provide support on finance issues to Uganda as and when required and assigned by supervisor

· Support the budget holder to organize routine budget reviews.

· Support the budget holder to ensure that expenditures are on track and highlight any over or underspends.

· Any other tasks as assigned by supervisor

QUALIFICATIONS & REQUIREMENTS

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

· Educated to degree level, with professional qualification in Business Administration/ Finance

· At least 5 years continuous practice in a similar position, with at least 1 year in an HR supervisory/management position.

· Experience in developing and implementing HR policies, procedures and systems.

· Proficient in IT - Word, Excel, PowerPoint, Outlook and HRIS( Human resources Information Systems) South Sudan/ local employment law.

· Direct experience of organizing emergency/large scale recruitments.

· INGO experience is strongly preferred.

· Ability to prioritize and deal with competing demands.

· Previous experience of staff supervision and capacity building.

· Fluent spoken and written English.

· Excellent organizational, interpersonal and communication skills.

· A team builder with excellent people skills; culturally sensitive and has the ability and interest to identify and work with a multicultural team.
