The Technical Advisor Karamoja will provide leadership and oversight to Health Systems Strengthening, Outreach and SBCC activities implementation, management, and monitoring, including program quality, personnel, and financial management to improve the quality of service delivery and supply of family planning commodities in Karamoja Region. S/he will work closely with the Technical Director (TD) to ensure that all project interventions are of high quality and lead to measurable impact.

SPECIFIC RESPONSIBILITIES:

  1. Conduct assessments in Karamoja. Undertake analysis of service provision and resource mapping for family planning in the target districts in Karamoja; Plan and coordinate a market segmentation and willingness to pay survey for Karamoja and establishment of human resource capacity gaps in family planning in the districts of operation in Karamoja.
  2. Participate in the development and dissemination of the Health Facility guidelines and Standard Operations procedures.
  3. In collaboration with District Health Offices, lead the development and roll out of the capacity building plan for health workers in the districts of operation in order to improve the quality of service delivery and supply of family planning commodities.
  4. Provide leadership and oversight to Health Systems Strengthening and Outreach activities planning, implementation, management, and monitoring, including project quality, personnel, and financial management.
  5. Plan and coordinate quarterly support supervision for health workers in the districts of operation, including regular support visits to offer technical backstopping for effectiveness of HSS, BCC and outreach interventions in Karamoja.
  6. Plan and coordinate health service delivery outreaches to public health facilities in Karamoja.
  7. Oversee quality of services provided by healthcare workers; Support the design, implementation of the HSS, Outreach and BCC monitoring and evaluation process including use of data use to inform program changes, data collection oversight and build the capacity of staff in M&E.
  8. Participate in the design, implementation and reporting of the BCC strategy for Karamoja Region and develop capacity to enable project staff carryout effective local level BCC using proven approaches in Karamoja Region.
  9. Provide technical and programmatic oversight, strategic direction and ensure appropriate support for the implementation of project activities in the areas of health systems strengthening in districts in Karamoja.
  10. Conduct formative and operational research and enhanced innovation for different aspects of health systems strengthening (HSS), SBCC and outreach as identified by the RISE project.
  11. Assist with the preparation of the HSS, SBCC and Outreach annual work plans, budgets, and progress reports in a timely fashion for submission to DFID.
  12. Manage the HSS, SBCC and Outreach staff, ensuring their familiarity with the values, quality standards, policies and project objectives and their individual responsibilities in upholding these standards and policies.
  13. Maintain and manage partnerships with internal and external stakeholders in Karamoja Region; Liaise with other actors such as the District Health teams, CSO networks for partnership and collaboration geared towards strengthening community level BCC to influence implementation.
  14. Supervise development , pretesting and roll out of context appropriate BCC materials such as success stories, newsletters, BCC messages for effective implementation.
  15. Draft reports on activities and contribute to regular donor reports. Ensure effective grant and budget management. **

Education

· Master of Public health, Health Services Management or equivalent

Experience

  • At least 5 years of senior-level professional experience in managing and implementing projects with a health systems strengthening, SBCC and outreach component.
  • Proven positive experience in working with local government officials, particularly the Ministry of Health is highly desirable, to support strategy development, implementation plans and operational research activities design and management.
  • At least 3 years of professional experience in managing UKaid and/or international development organizations' projects and staff.
  • Grant management experience is essential.
  • Experience in working with key stakeholders in Uganda strongly desired.

Skills and Abilities

  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
  • Excellent oral and written communication skills in English; knowledge of local language will be an advantage. Ability to travel in Karamoja region and domestically.
