World Vision Uganda seeks to address causes and effects of poverty through development, relief and advocacy. Over 128,633 registered children benefit from World Vision Uganda’s work. World Vision Uganda is able to provide educational support, construct and equip schools and health centers, train health workers and farmers, participate in advocacy campaigns, distribute improved crop varieties and animal breeds, and provide clean and safe water. Since 2014, World vision has been responding to the South Sudanese refugee emergency influx in West Nile by providing life saving and durable solutions to the refugees and host communities in the Districts of Moyo, Adjumani, Yumbe, Arua and Koboko Districts. As a category 3 emergency response program with close to 1 million direct beneficiaries, it has become imperative to track outputs and outcomes of projects and programs to provide evidence of change to the donors and our stakeholders. We are seeking for a high level consultant to conduct for us a baseline survey for the West Nile Program response.The baseline will provide a yard stick for current and future program impact measurement.
Baseline Purpose
- To establish a baseline of program indicators against which future progress will be measured
- To provide data for future program designs and grant acquisition
- To contribute to World Vision’s learning about resilience, working with forcibly displaced populations and working in fragile contexts

Proposed dates of Evaluation: 03rd April, 2018
Anticipated Date of Draft Baseline Report Submission: 5 weeks from contract start date
Anticipated Date of Final Report Submission :7 weeks from contract start date
2. Description of Programme being Baselined
Project Goal: To save lives and improve the quality of life for South Sudanese refugees and their host communities living in the West Nile Region of Uganda.
Location of Assessment: Arua, Yumbe, Koboko, Moyo and Adjumani
Category of Respondents: Host Communities and Refugees
Number of target beneficiaries: 800,000 refugees and 1,900,000 host communities
Sectors: Child Protection, WASH, Food Security, Livelihoods/ Resilience
3. Consultant Responsibilities during baseline
· Complete baseline plan (including schedule)
· Develop survey tools and sampling strategy to ensure all indicators are adequately answered and triangulation of data will be effective( See the google link below for indicators)
· Provide all plans and tools to WV for review and input
· Train enumerators
· Work with field staff to coordinate schedule
· Supervise enumerators during data collection in the field
· Data verification during data collection
· Create data analysis plan
· Do data cleaning, entry and analysis
· Produce deliverables
· Give all data to World Vision
4. WV Responsibilities during evaluation
· Provide consultant with template caregiver and YHBS survey to be modified
· Provide consultant with all other relevant documents
· Arrange domestic transport within Uganda
· Arrange accommodation
· Source, hire and pay for enumerators
· Provide Security Briefing to consultants
· Arrange key information interviews and focus-group discussions as per the data collection plan
· Review all plans/ tools before use
· Review all reports and provide feedback
· Liaise with local implementing partners on behalf of the consultant to plan data collection
5. Deliverables
· Baseline Plan
· Finalized Basic Information Sheet
· Complete tools
· Enumerator training plan
· Data collection plan
· Data analysis plan
· Soft copy of raw and cleaned data sets for any quantitative data
· Soft copies of data collected during qualitative data collection exercises (i.e. interview notes) and analysis
· Final report
· Fact-sheet (1-3 pages) summarizing key findings

6. Proposal Contents

· Proposed timeline, proposed methodology, including types of data collection tools and data collection activities, proposed budget, CVs of key consultants for this evaluation( Please use the template provided below and ensure you submit a maximum of 10 pages)
