GOAL
Founded in 1977, GOAL works to promote the realization of the fundamental rights of the poor, the vulnerable, and those affected by humanitarian crisis. GOAL currently works in 12 countries; Ethiopia, Haiti, Honduras, Malawi, Niger, Sierra Leone, Sudan, South Sudan, Syria, Uganda, Iraq and Zimbabwe. GOAL’s head office is in Dublin, Ireland.
The ACD-P has overall responsibility for all aspects of management and delivery of the GOAL Uganda programme portfolio (excluding those programmes managed directly by a Chief of Party).
General description of the country programme
Founded in 1977, GOAL is an Irish Humanitarian organisation headquartered in Dublin, and working in 12 countries to bring humanitarian assistance to people in crisis and to support the poor in sustainable development. First operational in the late 1970’s, GOAL Uganda’s country programming builds community resilience and supports socioeconomic development.
Our long-standing, innovative country programme uses a resilience and systems approach to increase incomes, employment, food security and diversity, leverage social capital and improve health. GOAL ensures the complex system dynamics in which we operate and our communities live have absorptive, adaptive, and transformative capacities that are needed to overcome increasing climate challenges and to safeguard long term development.
GOAL Uganda has a team of 91 committed national staff who manage an annual operating budget of €6.6 million (2017) and reached over approximately 2.3 million people directly and indirectly in 2016 in remote and rural areas of the north and east of Uganda. GOAL Uganda has a strategic focus on health and livelihoods, and three core programme competencies: Water and Sanitation Systems; Agricultural Market Systems; and Health System Strengthening.
General Position Summary
The Assistant Country Director–Programmes (ACD-P) provides overall leadership, management and strategic vision to the implementation of the GOAL Uganda country programme. The ACD P, with his/her team, is responsible for the design, development, implementation, and management and monitoring of all aspects of the country programme, except for those programmes managed directly by Programme Directors. The ACD-P is responsible for the recruitment, effective management and development of his / her team and implementing partners.
Essential Job Functions
Programmes
- Ensure all GOAL Uganda programmes/projects are implemented to high quality standards which are in line with GOAL Uganda Country Strategy, relevant donor requirements, international best practice and the Codes of Conduct and agreements to which GOAL is a signatory.
- Work with the Country Director in the strategic management of the country programme and provide direct management of programme / project implementation; including allocation of resources and ensuring that appropriate controls are maintained at all levels.
- Identify new opportunities for programme growth in collaboration with the national and international Technical Teams, the BDU, the Country and Regional Directors.
- Prepare project/programme proposals in accordance with donor call for proposals.
- Oversee all donor and internal programme reporting.
- Work with the Monitoring, Evaluation and Learning unit to ensure that all projects have appropriate M&E plans and that managers and staff are adhering to them and reporting on a timely basis.
- Travel frequently to all areas of operation to monitor implementation and ensure that beneficiaries, local authorities, and local staff are represented in programme planning and evaluation.
- Serve as a member of the GOAL Uganda Senior Management Team, attending monthly meetings in Kampala.
- Liaise with the District Management Teams and other as appropriate for effective coordination and problem solving.
- Chair a monthly programme progress / planning meeting.
- Provide leadership and management to the implementation of GOAL Uganda mainstreaming strategy
Programme Strategy
- Work with the national and international Technical team to review / revise sector strategies each year to ensure coherence, and alignment with good practice.
- Contribute to the development and implementation of GOAL Uganda’s Country Strategic Plan 2018 -2020. Contribute to the development of global strategy.
- Contribute to the development and implementation of GOAL Uganda annual country plans each year.
- Implement a monthly programme review / planning meeting for relevant sectors.
- Support Technical Advisors to implement thematic learning events.
Reporting
- Monitor all sector MEAL report to appraise progress and identify constraints and determine necessary actions for improvement.
- Provide programme reports that are timely, quality and meet GOAL and donor requirements.
- Review MEAL data for reasonableness and provide direct feedback to teams.
Personnel
- Liaise with Systems, Financial Controller, and Human Resource Manager to ensure that the Country Programme has the appropriate staffing and resources required for appropriate, effective and efficient programme delivery.
- Line manage Programme Managers, Technical Advisors (field and Kampala based) and Programme Support staff providing clear targets, coaching and active feedback.
- Ensure that all team members have performance management appraisal objectives, ensure objectives are SMART and reviewed and revised on a routine basis.
Finance
- Lead and support managers in the development of their project budgets the development of the GOAL Budget Monitoring Template (BMT).
- With support from WASH and Livelihoods Advisors to review each project BMT with the Financial Controller each month.
- To ensure that Project Managers are held to account to their budgets, are coached, given appropriate guidance and feedback.
Representation
- Maintain a suitable image for GOAL and protect GOAL interest and assets.
Liaise with donor, the Governments of Uganda and other agency representatives.
Represent GOAL in routine meetings with donors and other coordination mechanisms as agreed by the Country Director.

Knowledge and experience required for the position
Essential
- A minimum of five years’ experience in humanitarian and development programmes overseas demonstrating an incremental assumption of responsibility.
- A Masters’ degree in any relevant field.
- Experience managing projects and programmes funded by major institutional donors and agencies such as the EU, USAID, the UN, DFID and Irish Aid
- Proven track record of successful proposal writing with major donors, and sound knowledge of donor practices and budget/financial control
- Practical field experience implementing/managing projects in GOAL Uganda sectors of intervention including economic development and livelihoods, health and health accountability, water and sanitation.
- Strong demonstrable experience in all aspects of project management including project planning, implementation, monitoring and evaluation, financial management and the design/utilisation of appropriate project management tools, and the capacity to transfer this experience to others
- Excellent interpersonal, motivational and management skills with extensive experience mentoring staff
- Exceptional communication, analysis and writing skills
- Strong experience liaising with governmental/local authorities and other NGOs
Desirable
- A strong understanding of market systems, private sector engagement and / or resilience based approaches to development programming.
- Prior experience as a member of an NGO’s senior management team
