Uganda: TERMS OF REFERENCE FOR THE APPRENTICESHIP TRAINING OF URBAN REFUGEE SAVING GROUPS IN KAMPALA

Organization background:

The IRC has been working in Uganda since 1998 supporting nationals and refugees and various institutions in the country notably the government, community based organizations, the civil society and the private sector. The current program portfolio in Uganda includes children and youth protection and development, peace building, economic recovery and development, sexual and gender-based violence, and health. Background to the assignment:

As part of Economic Recovery and Development (ERD) programme, IRC is implementing the Skills, Entrepreneurship and Capital for Urban Refugees (SECURE) in Kampala. The goal of the project is to enhance the financial inclusion of urban refugees, and with an objective to improve access to formal financial services and employment opportunities among urban refugees in Kampala. As part of this project, the IRC is supporting village savings and loan associations (VSLAs) that include both refugees and local Ugandans in various divisions of Kampala.

The IRC now wishes to recruit the services of an experienced consultant to train these groups, organized in 3 clusters each with a maximum of 50 participants, in apprenticeship skills modules as part of this initiative.

Scope of Work:

The consultant will train 3 clusters of refugee VSLA members, with a maximum of 50 members per Enterprise. The enterprises are:

  1. Hair Dressing

  2. Fashion Designing/Tailoring

  3. Cake Baking (Confectionery).

All the trainings will be conducted at our recently established Livelihood Centre facility located in Nsambya Estate Makindye Division- Kampala.

Specifically, the consultant will;

  • Meet with IRC to draw up a training plan and organize the necessary resources.

  • Conduct an orientation with selected groups in order to adapt the training content.

  • Prepare a suitable training curriculum/manual suitable for Hair Dressing, Fashion Designing/Tailoring and Cake Baking /Confectionery enterprises.

  • Train the 50 participants under each clusters, using the specific enterprise skills manual, within a specified period that shall be agreed upon, with each cluster taking a maximum of 3 months.

  • Participate in review meetings with the IRC.

  • Submit a comprehensive final report.

    On the other hand, the IRC will;

  • Support the trainers in mobilization of the participants for the trainings.

  • Meet with the trainers to draw an implementation plan and organize the necessary resources required for the trainings.

  • Avail ERD Officers and CBFs (Community Based Facilitators) to work with the trainers where required.

    Deliverables:

    The main deliverable is a comprehensive training report submitted in soft copy (Word docs and PDF formats) which shall include;

  • Customized training manual in English.

  • Training notes and delivery plan in soft copies)

  • Some photos taken during the trainings,

  • Training evaluations and recommendations.

  • Possible institutions for further referrals

Competences and experiences required:

  • Advanced degree or related qualifications in relevant vocational skills development and management.
  • Hands on experience in delivering practical trainings on the aforementioned enterprises (i.e. Hair Dressing, Fashion Designing/Tailoring and Cake Baking /Confectionery) trainings for multi-cultural vulnerable communities
  • Demonstrated experience in delivering such trainings using participatory and other practical methods.
  • Ability to conduct such trainings in Luganda, Kiswahili, and or French is an added advantage.

Time frame:

This assignment is expected to start by Mid-February 2018 and end by the 20th April 2018.
